Mr. Jajou has over 40 years experience as a design engineer and extensive experience in marine and port projects. His background includes being lead project engineer and/or project manager for the design of large industrial, transportation, civil and waterfront projects including the design and construction/ repair of marine cargo wharves and docks, ship mooring dolphins, dry bulk material loading platforms and conveyance systems, deep sea drilling platforms, and commercial boat marinas. In addition to his marine design background, he has also served as a structural engineer on numerous industrial projects including pulp and paper plants, cement plants, and bridge projects. Jajou was formerly manager of URS’ marine engineering department. He was with URS for 28 years. In June 2004, he became an independent consultant. • BP Marine Terminal: Project engineer responsible for evaluation, preliminary design, detail design, specification and services during construction of 1,000 linear feet of bulkhead to protect BP marine terminal and oil tank farm in Portland Oregon, the project includes replacement of failing concrete seawall and Deeping dredge depth front of the seawall, several options were investigated and final option was selected for design and construction, other damaged structures such a small bridge and other miscellaneous items behind the seawall were reinforced. This project was completed 2009
• Shell Oil: Project manager responsible for condition survey, evaluation, design, specification and construction supervision on the following projects:
• Evaluation and condition survey of a timber marine terminal in Portland, Oregon, develop alternative rehabilitation options to make the terminal operational and be able to receive tankers and offshore barges. The best option was selected for rehabilitation of the terminal, which included two large concrete dolphins supported on steel pipe piles, efficient fender system, a series of access walkways and miscellaneous items. Permitting, design and construction of the facility was completed on schedule and under budget.
• Condition Survey and evaluation of the 600’ timber Pier 15 in Harbor Island, Seattle, Washington. Permitting for fender system replacement and recommendation for rehabilitation of this extensively used facility and accommodating a variety of vessels to load and unload fuel. Project in progress.
• Assessment for new fuel piping support under the existing marine terminal in Hilo and Nawilieili, Hawaii.
• Condition survey and assessment of four berths in the Martinez Refinery Marine Terminal and be able to receive large super tanker 150,000 to 200,000 DWT. This terminal is all concrete construction with large fender system. Project in progress.
• Re-Opening and Restoration, Packery Channel, Texas: Lead Project Engineer responsible for the design of two jetties, 2,178-ft. and 2,130-ft. respectively, which stretched from the shoreline out to the Gulf of Mexico. These jetties formed the protection structures for a new small craft entrance channel. Also included were a variety of shoreline protection structures including over 820-ft. of concrete sheetpile bulkhead with tie-back system, 6,200-ft. of cantilever concrete sheet pile bulkhead and riprap shoreline slope protection. Also included a fender system for existing bridge supporting structures for Highway 20. URS served as the design consultant on the total project.
• Black River Redevelopment Plan, Lorain, Ohio: Project Manager responsible for detail design for seawall, excursion boat dock, bulkhead, riverbank slope protection and concrete waterfront pathways. This project is a 12-acre site which is part of 400+ acres USX owned redevelopment and planning project. URS served as the planning and design consultant.
• Pier 1 Dismantling, Phase 1, Port of Portland: Project Manager responsible for preliminary and detail design of new 150-foot long concrete access trestle, 126-foot steel catwalk, MCC/break room buildings, riverbank slope protection and dismantling and recycling of 250,000 SF of existing timber warehouses. URS served as the design consultant on this design-build project.

• Terminal No. 2 Wharf Reconstruction, Port of Vancouver: Project Manager responsible for complete design and permitting of 1,760 LF concrete flat-plate type dock, piling, fender system, crane rails, sheet pile bulkhead with tie-back system, riprap shoreline protection, dock utilities, existing dock demolition and 40-acre backup area. This project for break-bulk general cargo is located on the Columbia River in Vancouver, Washington. The $17 million first phase of construction includes 600 LF of dock, 1,460 LF bulkhead and 40-acre backup area.
• Terminal Nos. 4 and 6 Breasting Dolphins Replacement, Port of Portland: Project Manager for replacement of deteriorated timber cluster pile breasting dolphins at Berths 416 and 607 on the lower Willamette River. These dolphins serve two specific functions. One set of dolphins act as moorage for a large, 415 foot by 57 foot, floating dock accessed from shore by two vehicle ramps. The other set of dolphins positioned on the berth line at each end of the floating dock to provide for ship breasting at this facility. The URS design also included modification to mooring dolphin catwalks.
• Berths 13 & 14 at Terminal No. 4, Port of Vancouver: Project Manager responsible for design of 1,300 LF Columbia River facility as a lay berth terminal for two MARAD vessels or one large 250,000 DWT VLCC tanker. The project is composed of two heavy reinforced concrete T-Docks supported on steel pipe pile, four breasting dolphins, two mooring dolphins with steel catwalks, fender system, utilities and two vehicle trestles from the shore.
• STC Ship Loading Facility: Project Engineer for pile-supported dock, fender system, berthing dolphins, access trestle, catwalks and utilities for this terminal, located on the lower Willamette River. Also provided design of cable-loading system to transfer fiber-optic cable from the manufacturing plant over water to the berthed ocean-going vessel.
• Bulk Terminal, Berth 7, Terminal 2, Port of Vancouver: Bulk alumina is unloaded from ore ships via conveyer to the shore plant on the Columbia River in Vancouver, Washington. Served as Project Engineer responsible for design of a 425 LF concrete wharf supported by prestressed concrete piles, six breasting/mooring dolphins, and vehicle causeway connecting the wharf to the shoreline, conveyor supports and foundations.
• NOAA Base Preliminary Engineering, Port of Portland: Project manager for pre-design of proposed 2,100 LF floating docks, access ramps, dock utilities, lighting, small boat moorage, backup area grading, utilities and paving, interior remodeling of four buildings and site landscaping.
• Port of Cleveland: Project manager for the design of marine structures. This project includes 2,000 feet of new quay wall at Dock 20/22 North and 22 East, extension of Dock 24 West, and replacement of 1,550 feet of Dock 20 West and new 800 feet of cellular type breakwater. Phases completed are new 1,135-ft. dock for over 30-ft. draft general cargo ships, 925-ft. armor stone seawall and backup area with utilities, mast lighting and pavement for operation of heavy lift dockside equipment at Lake Erie in Cleveland Harbor, Cleveland, Ohio.
• Port of Portland: Project engineer responsible for design, specification, and construction supervision on the following projects for the Port of Portland, Oregon:
• Structural analysis and modification to Terminal 2 rehabilitation project, including construction supervision for 1400 ft. new wharf for containers and RO/RO cargo.
• Designed relieving platform, fender system and concrete piles for three berth (3000 ft. long) ship repair yard expansion at Swan Island.
• Designed dolphins for mooring VLCC tankers at the lay berth, Swan Island.
• Designed tank foundation and truck loadout station for ballast water treatment plant at Swan Island.
• Port of Vancouver Copper Concentrate Export Terminal: Project engineer on design of marine structures including ship-loading dock, slope protection, mooring and breasting structures for the copper concentrate loading facility, Port of Vancouver, Vancouver, Washington.
• Port of Redwood City Marine Structures: Served as project manager for various port improvement projects, which included wharf 1 and 2 rebuilding, new concrete dolphins, and expansion of marina which included dredging, new 200 slips, gangways, restrooms and showers for the Port of Redwood City, California.
• Port of Umatilla Expansion Projects: Project engineer on various expansion and improvement projects included rebuilding wharf fender system, marina expansion, dock extension and preliminary engineering for marine terminal for the Port of Umatilla, Oregon.
• Tongue Point Log Export Terminal: Project engineer for design of marine structures for a lumber export marine terminal for the State of Oregon at Tongue Point, Oregon.
• Port Angeles Log Export Dock: Project engineer for renovation of timber dock and new steel piles dolphin for log export facility for Port of Port Angeles, Washington. Marinas and Waterfront Facilities
• Camas/Washougal Boat Launch Facility: Project manager for preliminary, permitting, extensive mitigation and detail design of 10-acre marine park which includes an 8-lane boat ramp, soldier type breakwater, transient and boarding docks, 309 boat trailer parking spaces, 59 car parking spaces, and restrooms for the Port of Camas/Washougal, Washington. Project is on hold for construction.
• Castle Rock Boat Launch Facility: Project Manager for preliminary, permitting, extensive mitigation and detail design of 4 acre boat lunching facility on the Cowlitz river which includes 2-lane boat ramp, log boom, boarding, transient and kayaks floats, large parking lot for boat trailer and car parking spaces, restrooms, utilities, electrical and landscaping for the city of Castle Rock, Washington. • Chinook Landing: Project manager for the design and construction of a 45-acre marine park. This project includes 6-lane boat ramp, protected boat basin excavated from natural ground, transient boat dock, Sheriff's marine patrol station, 300 boat trailer spaces, 72 car parking spaces, restrooms, surrounding wetlands and wildlife habitat, bicycle and pedestrian paths, and picnic area with viewing platform for Multnomah County Park Services and Oregon State Marine Board, Fairview, Oregon.
• Rooster Rock State Park: Project manager responsible for the planning and design of new channel entrance to the recreational boat basin including a 700 ft. long jetty, 2-lane boat ramp, restroom, parking, and transient and boarding floats for Oregon State Parks and Recreation on the Columbia River near Troutdale, Oregon.
• Willamette Park Boat Launch Ramp: Project manager responsible for design of a 4-lane public boat launch ramp on the Willamette River. Project included improvements to upland traffic features, surveys, boarding and transient floats, and all landscaping for the City of Portland, Bureau of Parks and Recreation.
• Umpqua Riverfront Revitalization: Project engineer responsible for waterfront concepts as well as preliminary engineering and associated cost estimates. Coordinate URS work with other consultants on the project for the City of Reedsport, Oregon.
• Port of Newport Pleasure Craft Marina: Project engineer responsible for layout and float design of 600-berth marina and wave force analysis to rehabilitate fishing pier for Port of Newport, Newport, Oregon.
• Port of Astoria Marina: Designed the East Bay commercial marina for 24 fishing boats for Port of Astoria, Astoria, Oregon.
• Port of Kalama Marina: Designed the boat ramp, boarding floats and fuel station and public dock for the Port of Kalama recreational and sport fishing marina, Kalama, Washington.
• South Waterfront Park Marina: Designed the float system for the marina and floating restaurant at downtown Portland's South Waterfront Park for Cornerstone Development Company, Portland, Oregon.
• City of Rainier Public Boat Launch Facility: Project manager for a new four-lane boat launch ramp, boarding and transient floats, floating breakwater, debris boom, gangways, parking lot, access roadway, restrooms, landscaping and utilities (water, storm drainage, sanitary sewer, electrical power, lighting and telephone). Oregon State Marine Board funded project.
• Willow Grove Boat Launch Facility: Project Manager responsible for engineering design of this new boat launch facility on the Columbia River. Project includes topographic and hydrographic surveys; sediment and wave analysis; design of boat launch ramp, boat basin, waterfront protection, breakwater/jetty, boarding and transient floats, gangways, parking lot, access roadway, restrooms, picnic area, pathways, and landscaping and utilities (potable water, storm drainage, sanitary sewer, electrical power, lighting and telephone).
• Transient Dock, Port of Morrow, OR. Project Manager for this on-going design project located on the Columbia River. Responsible for topographic and hydrographic surveys, wind / wave analysis, preliminary and final design of the transient floats, mooring piles, fixed pier, gangway, and service utilities. (Oregon State Marine Board funded project)
• Cowlitz County Columbia River Boating Access Facility: Project manager responsible for planning and site selection of new Columbia River boating access facility. Project included evaluation of multiple potential access sites.
• Yacht Harbor Improvements Two-phase project: (1) master plan for redevelopment of 200 berth recreational marina and detailed engineering for dredging, installation of 200 berths, gangway and entrance gates, (2) installation of 40 berth float system with utilities and new on-shore restroom building.
• Waterfront Improvements, Alsea Bay, Oregon Project included design of new fishing/crabbing facility to relieve the congestion and to provide additional and safer recreational opportunities. URSGWC provided design of a new Alsea Bay viewing platform and new pedestrian walkway(s); improvements to the existing parking area to provide additional parking and proper storm water drainage plus connection to the new pedestrian walkways.
• Waterfront Pathway and Park, Stevenson, Washington: Project Manager responsible for this joint project by Port of Skamania County, City of Stevenson, and Skamania County. URSGWC provided full marine boardwalk design and shoreline protection analysis for the River Overlook and Boat Pier walkway elements of this project. Civil engineering included site work for water, stormwater and wastewater as well as grading. In addition, URSGWC performed complete electrical and mechanical design engineering for the lighting, signaling and power distribution. Commercial/Industrial Facilities
• Northern Tier Tanker Unloading Berths: Performed wave study and preliminary engineering for two 100 ft. deep berths for 300,000 DWT tanker unloading terminal, including computer analysis of tubular jacket structures, at Port Angeles, Washington, for Northern Tier Pipeline Company.
• Sundial Chip Reloading Facility, James River: Project manager responsible for design, specification and construction supervision of barge marine terminal which includes eight concrete cap over steel piles mooring dolphins, loading platform to support loading tower and winches, access trestle, floating walkway dock along the length of the facility. Gangways and barge moving system capable of moving two barges simultaneously for Rust International, Fairview, Oregon.
• Oil Terminal Berthing Facility: Design of oil terminal ship berthing facility, which included barge and ship mooring structures and a central loading platform for Northwest Natural Gas Company, Portland, Oregon.
• Oil Drilling Structural Design Analysis: Performed preliminary engineering of a caisson-retained island in two alternatives, one in concrete and the other in steel structure, at Harrison Bay, Alaska, for Sohio Construction Co.
• Martin Marietta Alumina Import Facility: Designed alumina importing and storage facility, which design included ship unloading dock, catwalks, dolphins, silo pile supported foundation, dredging and slope protection for Martin Marietta Corporation in Portland, Oregon.
• Vancouver Grain Terminal Dock: Preliminary engineering for an export grain terminal dock for General Construction Company, Vancouver, Washington.
• Port of Kalama Grain Export Terminal: Preliminary engineering of marine structures for Reidel International's grain export terminal at Kalama, Washington.
• Baton Rouge Coal Export Terminal: Completed preliminary engineering and concept studies for marine structures for 15 MTPY coal export terminal on Mississippi River near Baton Rouge, Louisiana.
• Suneel Coal Export Facility: Planned an interim coal exported facility for Suneel Alaska Corporation in Anchorage, Alaska.
• Willamette Industries Pulp and Paper Mill: Project manager for design and specification for PCC plant includes steel frame building with laboratory and offices, variety of tanks and equipment support foundation for Ferenco Industries, Bennettsville, South Carolina.
• Boise Cascade Pulp and Paper Mill: Project manager for design and construction of 1500 ft. galvanized steel pipe bridges installed between PCC plant and paper machine, bridge sections with 8 mounted pipes and bent support were all pre-fabricated to permit 2 week installation period for Ferenco Industrial, St. Helens, Oregon.
• Pope and Talbot Pulp and Paper Mill: Project engineer responsible for the design analysis for 200' x 50' x 60' precast concrete type shop and stores building for Pope and Talbot, Halsey, Oregon.
• Weyerhaeuser Barge Guide Dolphins: Project manager responsible for design and specifications for steel pipe pile dolphins to guide and breast chip barge to unload at Weyco Woodchip Facility, Longview, Washington.
• Lehigh Portland Cement Plant: Served as project engineer responsible for developing design and specifications for expansion of a cement plant owned by Lehigh Portland Cement in Cementon, New York.
• Boiler Waste Heat Recovery System: Design of No. 7 recovery boiler precipitator supporting structure for Georgia Pacific Corporation, Crossett, Arkansas.
• Hammermill Paper's Erie Pulp and Paper Mill: Structural design of belt conveyor bridges, manway bridges and various equipment foundations for Hammermill Paper Group, Erie, Pennsylvania.
• Hoerner-Waldorf Pulp and Paper Mill: Design of belt conveyor bridges, recovery boiler building, I.D. fan foundation, precipitator and evaporator supporting structures for Hoerner-Waldorf Corporation, Missoula, Montana.

• Bonneville Power Administration Training & Support Services Building: Project structural engineer for the seismic/structural analysis and design engineering for a 3-story 100,000 sq.ft. office/laboratory building at the BPA Ross Center Complex, Vancouver, Washington, for the U.S. DOE, BPA Headquarters Office, Portland, Oregon.
• Bonneville Power Administration Dittmer Control Center Expansion: Project structural engineer for the 5,000 sq.ft. Addition to the Dittmer Control Center at the BPA Ross Center Complex, Vancouver, Washington. Excavation and construction of structural walls was a critical concern because of the existing adjacent microwave communication tower structure that could not be disturbed, misaligned or placed offline during the construction activities. Port of Camas/Washougal Boat Launch Facility, WA
Waterfront Engineering provided preliminary and detail design of a 10-acre marine park which includes an 8-lane boat ramp, breakwater, transient and boarding docks, 353 boat trailer parking spaces, 55 car parking spaces, access road, and restrooms for the Port of Camas/Washougal, Washington. Jajou of WFE was the project Manager. Currently completed design on G&H new covered docks at the port marina, construction planned for this year. Willow Grove Boat Launch Facility, Cowlitz County, WA
This URS-designed project included a boat launch ramp, boat basin, waterfront protection, breakwater/jetty, boarding and transient floats, gangways, parking lot, access roadway, restrooms, picnic area, pathways, landscaping, and utilities (potable water, storm drainage, sanitary sewer, electrical power, lighting and telephone). Services included project management, pre-design memorandum, river hydraulics, geotechnical, detailed design engineering (civil, electrical, structural, mechanical, and landscaping), and preparation of construction documents, cost estimates and construction assistance. This project involved rehabilitation of a five-lane public boat launch ramp on the Willamette River in Portland, OR. This project involved the preliminary and detail design for two-lane boat launch facility on the Cowlitz River. The project includes 2-lane boat ramp, boarding and transient floats, kayaks float landing, debris boom, 4-acre marine park paved lot for 62 trailer and 27 car spaces, restroom, utilities, electrical and extensive landscaping. URS provided design engineering for rehabilitation of the lower part of an eroded multi-lane boat launch ramp using precast and cast-in-place concrete. The improvements featured new boarding floats, an access pier, a ramp and a vessel fueling station. Chinook Landing Marine Park, Fairview, OR
The Oregon State Marine Board provided project funding and. The project was comprised of a six-lane boat ramp, a boat launch basin with rip rap embankment, site filling and grading, an access road and parking lot, restroom and entrance buildings, utilities and lighting, a picnic area, and landscaping. The project included riverbank protection requirements to preserve the basin and waterway approaches. This project won the American League of Boaters and Anglers’ “Best Boating Access” award in 1992. Rooster Rock State Park, Troutdale, OR
URS planned and designed a new channel entrance to the recreational boat basin including a 700-foot long jetty and methods for slope stabilization. Another major design component was the sedimentation analysis, redesign and dredging of the basin to conform to new entrance features. URS provided planning, preliminary engineering, permitting, detailed design, plans and specifications, and cost estimates. Umpqua Riverfront Revitalization Project, Reedsport, OR
URS provided all marine engineering. The featured attractions for the revitalization project included moorage for the Arctic research and exploration vessel, “The Hero,” and the “Discovery Center,” a marine and coastal interpretive center. Marine facilities included extensive boardwalks, piers, moorage floats, waterfront building and amenities. URS services included planning, preliminary engineering, plans and specifications, and construction consultation. South Beach Marina, Newport, OR

URS provided marine engineering for modifications to multi-lane boat launching ramp, 600-berth marina including float system, gangways, fuel station, large parking area, buildings, large dry moorage facility, picnic tables, site amenities and landscaping. RiverPlace is a specialized 80-berth urban marina surrounded by a floating breakwater (designed by others). URS designed slips for boats up to 40 feet long, electrical and water services for boats, and additional floats for storage of 120 small watercraft such as sailboats, rowing shells, sailboards, and kayaks. URS performed preliminary and detail design, and permitting of 1,760 LF concrete flat-plate type dock, piling, fender system, rail tracks, crane rails, sheet pile bulkhead with tie-back system, riprap shoreline protection, dock utilities, existing dock demolition, and 40-acre backup area. The $17-million first phase of construction includes 600 LF of dock, 1,460 LF of bulkhead, and a 40-acre backup area. This project was dedicated on September 1, 1999, three months ahead of the contract schedule. The project was $1.25 million under budget. During the project design phase, the Port requested that URS stop work for about 9 months, then changed scope and requested a short turn-around time of less than two months for final design and bid documents. This schedule was met. The 1st phase was completed at the end of 1999 and 2nd phase using same design was completed 2000. The local soil condition required inventive pile tip design to limit pile penetration which resulted in saving on construction costs and reduced schedule. URS was responsible for preliminary and detail design for grain terminal facilities rehabilitation, which included a 150-foot long concrete access trestle, a 126-foot steel catwalk, MCC/break room buildings, riverbank slope protection, dismantling and recycling of 250,000 SF of existing timber dock and warehouses, and electric power redistribution and PLC control systems. URS served as the design consultant on this design-build project. The project was completed in 2001 on schedule and within budget. Timber Recycling was utilized which resulted in credit of $600,000 to the port from a $4 million project. Also 1500 ft of environmentally friendly riverbank slope protection resulted. This facility at the west end of the Port’s property features two T-docks, four breasting dolphins and two mooring dolphins. URS designed it as a lay berth terminal for two MARAD vessels or one large tanker. All marine structures are heavy reinforced concrete supported by steel pipe piles. Breasting dolphins and T-docks are connected by a series of steel catwalks. Precast concrete bridge sections on steel pipe piles link the T-docks with two vehicle trestles on shore. The project also included a fender system designed to absorb a variety of vessels up to 250,000 DWT, plus water and 240/280 volt electrical systems serving the T-docks. We developed and analyzed several alternative layouts, including preliminary design and cost estimates for each. These two separate marine projects consisted of upgrading two auto terminals for the Port of Portland on the lower Willamette River. This included new auto ship carrier berthing and mooring structures, catwalks, new marine structures to act as moorage for the 415-ft. by 57-ft. floating dock accessed from shore by two vehicle ramps. URS served as lead engineer for one of the largest proposed Great Lakes port developments in recent decades. URS was responsible for all planning, engineering, and architectural services. The project provided extensive modern waterfront facilities on Lake Erie next to the mouth of the Cuyahoga River. Specific elements of the project included: 3300 feet of vessel berths, capability to berth ships, between 700 to 1000 feet in length for side or roll-on roll-off cargo handling, two covered 60,000 square foot warehouses with internal 40-ton cranes, supporting rail and truck access improvements, infrastructure systems, port office building and stevedore office facilities, truck scale, 10 acres of open storage, 200-foot jetty and 800-foot breakwater. Critical to the design of the facilities was the flexibility to accommodate steel coils, steel bars, sheet steel, and bulk cargos that are typical today to other types of commodities which may become the primary cargos in the future. Subsequently, URS designed improvements to Dock 22E which included 1135 feet of steel bulkhead and 925 feet of amor-stone seawall. The project also included roadway, utilities, lightning, and paved cargo storage areas.
