It is a Federal Holiday.
It was when General Granger ordered the final enforcement of
the Emancipation Proclamation in Texas finally ending slavery in 1865.

Modern observance is primarily local celebrations and is a multicultural holiday. Traditions Include readings of the Emancipation Proclamation which promised Freedom, singing traditional songs and reading of works by noted African American Writers. Celebrations can include picnics, rodeos, street fairs, cookouts, family reunions, park parties and Blues Festivals.

So get out there and celebrate with your neighbors.
