A commonly overlooked challenge in building new cities is that having legal rights to land alone is not sufficient. The crucial questions to consider are:

โœ… Will agreements be upheld?
โœ… Will governments support the implementation of these agreements?
โœ… Can we create long-term certainty in ownership and use?

Remember that institutional credibility is just as important as effective master planning.
