Summer Crisis Program Begins July 1, 2026
More than 55,000 Ohio households served in 2025
The Ohio Department of Job and Family Services and Trumbull Community Action Program (TCAP) are once again offering assistance to help Ohio’s families stay cool during the hot summer months.
From July 1, 2026 through Sept. 30, 2026, income-eligible Ohioans can receive assistance in paying their electric bill, purchasing an air conditioner or fan, or making repairs to their central air conditioning unit through the Ohio Department of Job and Family Service’s Home Energy Assistance Summer Crisis Program (HEAP).
The Summer Crisis Program assists low-income households or those that have a disconnection notice, have been shut off, are trying to establish new service on their electric bill, require air conditioning, or those with a persons under 60 years old who can provide physician documentation that cooling assistance is needed for their health. Qualifying medical conditions can include lung disease, Chronic Obstructive Pulmonary Disease, asthma, and others.
To qualify for assistance, Ohioans must have a gross income at or below 175 percent of the Federal Poverty Guidelines for a family of up to seven members, and 60 percent of the State Median Income for a family of eight or more members. For a family of four, the annual income must be at or below $57,750.
Last year, the Summer Crisis Program assisted more than 55,000 households in Ohio, providing a total of $12.4 million in benefits.
To apply for the program, clients are required to schedule an appointment with Trumbull Community Action Program (TCAP). Appointments can be scheduled by calling 330-951-0015 for appointments Monday, Tuesday and Thursday in person or Friday phone interviews. On Wednesday’s we will have same day appointments, you may call starting at 7 am to 330-393-2507 ext 225. Space is limited and it is first come-first served.
Clients need to bring copies of the following documents to their appointment:
• Copies of their most recent energy bills.
• A list of all household members and proof of income for the last 30 days or 12 months for each member.
• Proof of U.S. citizenship or legal residency for all household members.
• Proof of disability (if applicable).
• Physician documentation that cooling assistance is needed for a household member’s health.
Ohioans enrolled in the Percentage of Income Payment Plan Plus (PIPP) program who meet the above criteria may also be eligible for assistance, or central air conditioning repairs, or may receive an air conditioning unit and/or fan.

For those that are only applying for PIPP Plus and HEAP, you must do an online application at https://development.ohio.gov/individual/energy-assistance/apply-now-energy-assistance-programs. You will need to make a OHID to access the online application. The Ohio Department of Job and Family Services will no longer accept manual paper applications mailed to Columbus. The new 2027 HEAP application will not be available until October 1, 2026 for online applications. The online application can not be used to apply for Summer Crisis Program (SCP), you must make an appointment with TCAP at 330-951-0015.

TCAP SUMMER CRISIS PROGRAM

The Trumbull Community Action Program, 611 Main Ave SW, will be operating Summer Crisis Program from July 1,2026 through September 30, 2026. Appointments can be scheduled starting June 19th. You Must have confirmation number.
Eligible applicant/households may qualify for one or a combination of the following: an air conditioner and/or fans (if no air conditioner and/or fans was received from TCAP in 2023, 2024, or 2025); a one–time payment for the regulated electric bill not to exceed a total maximum benefit of $500.00 or not to exceed $800.00 for unregulated electric portion of bill.
Eligible applicants must meet one of the following criteria:
• Households with a household member age 60 or older, no medical documentation is required.
• Households whose electric has been shut off, or are in threat of disconnection, or new service is being established or transfer of service.
• Households under the age of 60 with documented medical conditions by a physician. The medical condition is not required.
• Disconnect notice not required to receive a benefit.

There will be face-to-face interviews on Monday, Tuesday and Thursday by appointment only. Wednesday you will no longer have to stand outside, just call 330-393-2507 ext 225 and speak to a live person starting at 7am. DO NOT LEAVE A MESSAGE. Fridays are phone appointments for those who cannot come to the agency for an appointment. A caseworker will call you at the date and time of your appointment.

To apply provide: *Proof of income for all household members 18 years of age or older.
*Social security cards or birth certificates for all household members
*Copies of most recent utility bills (primary heating and electric)
*Completed medical form from TCAP or physician medical on office letterhead, if applicable
*Proof of disability
