Hello Tulare County!
There has been some confusion recently on when a "Special Event Application" is required when planning an event at a Tulare County Park. So, we would like to review what classifies an event as a "Special Event".
The following represents what is considered a Special Event at any Tulare County Park, with the exception of Balch Park.
1. Any event in a County Park that is likely to affect normal park use is considered a Special Event. Special events may include carnivals, festivals, concerts, marathons, car shows, dog shows, reenactments, or any other special gathering of vendors, entertainers and/or the public. This includes any event that is advertised to the public through social media, radio, or newspaper.
2. In order to host a special event at a County Park, an application must be submitted at least 60 days prior to the event. Our Special Event Application can be pre-filled on our website at www.tularecountyparks.org > Reservations & Special Events.
3. You may email the completed, signed application to [email protected] or you may drop off the application in person or mail to:
Tulare County General Services Agency
2637 W. Burrel Ave., Suite 200
Visalia, CA 93291
Please note that there is a $30.00 non-refundable application fee that is required before the application will be considered as submitted for review and approval.
4. Upon approval or denial, you will be contacted via email with the breakdown of fees associated with your Special Event. If any amenity is included in the Special Event area, a 50% deposit is required, which will be refunded back to you by check within 2-4 weeks after your event date. Damage or excessive trash left behind may impact the amount of your deposit received back. We do offer extra trash cans with all special events as well.
You may pay with cash, check, or credit/debit card. If paying by check, please make payable to "Tulare County Parks". You may also contact the office at 559.205.1100 to pay by credit card if you choose to email or mail the completed application.
It is our intent to ensure that all visitors to the Parks enjoy themselves, whether with family, friends, or organizing an event. Special Events require pre-planning to ensure that the area requested does not impede on other visitors to the Park that reserve arbors or other available amenities.
Should you have any questions regarding this process, please feel free to contact us at 559.205.1100 and we will be more than happy to assist you.
Thank you,
We'll See You at the Park!

Good Morning Tulare County
We are pleased to announce that "Balch Park Campground" has won the "Gold Medal" in the RV/CAMPGROUND category in the Fresno Bees "Best of Central California" annual contest!
Voting began at Noon on Monday, February 16, 2026 and ended at 5 p.m. on Friday, March 6, 2026.
Votes were tabulated by a third party. In each category, readers voted on their favorite nominee. Readers were permitted to vote in each category once per day.
Tulare County Parks would like to thank all of you that took the time to vote for Balch Park! This win would not have been possible without the support of the Tulare County Board of Supervisors, our Park Visitors, the Parks Manager, and especially the Balch Park Staff, Michael Wood and Steve Carter! Thank you all very much!
Camping season is in full swing, so take a break from the Valley Heat and come up to the Park to enjoy a nice cooldown among the giant redwoods!
Thank you,
