Charles P. Hartley is one of my personal heroes. He was a great USDA scientist who championed corn improvement in very reasonable ways on farms. His resistance to throwing all of the USDA corn improvement budget into hybrids resulted in his being fired. That said, his various ear to row techniques for corn improvement did not yield the hoped for results, although there was still some improvement for useful traits besides yield. Here is his 1902 bulletin about seed corn selection, and other than the sketchy outline of ear to row methods, it remains very solid in explaining considerations for breeding OP corn. http://naldc.nal.usda.gov/naldc/download.xhtml?id=IND43637883&content=PDF.
