📢 FY 2026 CoC Competition Ranking Posted

The Alabama Rural Coalition for the Homeless (ARCH), Collaborative Applicant for AL-507 Alabama Balance of State Continuum of Care, has posted the approved FY 2026 CoC Competition Priority Listing and project ranking.

The Priority Listing reflects the results of the local review and ranking process and identifies projects being submitted as part of the AL-507 Consolidated Application to HUD.

The FY 2026 CoC Program Competition is officially moving forward again!

The U.S. Department of Housing and Urban Development has reopened the competition and established a new federal submission deadline of September 30, 2026, at 8:00 PM ET.

ARCH is immediately resuming the AL-507 local competition process. All project applicants should CHECK YOUR EMAIL for important information from ARCH regarding next steps, updated local deadlines, and the Ranking & Review process.

With a very compressed timeline, it is important that applicants review and respond to ARCH communications as quickly as possible.

Competition updates and information will also be available at www.archconnection.org.

Late today, August 10, 2026, ARCH received the following update issued by HUD through the SNAPS Competition Listserv:

Due to the court’s order, the 2026 CoC NOFO and its August 26, 2026, application submission deadline are no longer in force as HUD is unable to accept applications at this time. HUD will communicate further guidance and additional updates via the SNAPS Competition Listserv and HUD.gov as they become available. A PDF copy of the 2026 CoC NOFO remains available for informational purposes on the CoC competition page on HUD.gov.

Based on HUD’s announcement, ARCH is pausing the AL-507 FY2026 local CoC Competition and all related competition activities pending further direction from HUD.

Prior to receiving this notification, ARCH had been proceeding with the local competition, including the Ranking and Review process, in accordance with the published FY2026 NOFO and HUD-established timeline.

At this time, applicants should discontinue work in e-snaps and should not submit project applications. ARCH will not finalize or publish project rankings, funding recommendations, or other local competition determinations while the competition is paused.

No action is required from CoC stakeholders at this time.

ARCH will continue to monitor official HUD communications and will provide updates to applicants and CoC stakeholders as additional guidance becomes available. Updates will also be posted on the ARCH website for public transparency.

A big thank you to the ARCH staff for the many hours spent organizing and assembling the FY 2026 CoC Competition Ranking & Review Committee binders. Our goal is to provide committee members with a clear, organized, and easy-to-follow resource that supports a fair, transparent, and consistent review process for every application.

These binders include the materials needed to help committee members evaluate projects based on the established local competition process and HUD requirements. We know the responsibility of serving on the Ranking & Review Committee is significant, and we appreciate each member’s willingness to dedicate their time and expertise to this important work.

Thank you to everyone working behind the scenes to ensure the Alabama Balance of State Continuum of Care competition is conducted with integrity, transparency, and a shared commitment to ending homelessness across our communities.

A Landmark Step Forward for Housing in America!

The 21st Century ROAD to Housing Act is now law, marking the most significant bipartisan federal housing legislation in decades. This legislation focuses on expanding the nation's housing supply, reducing unnecessary barriers to development, improving disaster recovery efforts, modernizing manufactured housing, and strengthening key HUD housing programs.

For those of us working every day to end homelessness, this legislation is especially meaningful. While it is not a homelessness-specific bill, several provisions have the potential to improve outcomes for people experiencing homelessness by:

✅ Increasing the supply of affordable housing.
✅ Expanding opportunities through public housing modernization, including additional Rental Assistance Demonstration (RAD) units.
✅ Supporting faster disaster recovery to help communities restore housing after disasters.
✅ Encouraging more affordable housing development in both rural and urban communities.

At ARCH, we know that housing affordability and homelessness are inseparable. Increasing the availability of safe, decent, and affordable housing is one of the most effective long-term strategies to prevent and end homelessness.

🚨 HUD FY 2026 CONTINUUM OF CARE (CoC) NOFO HAS ARRIVED! 🚨

The FY 2026 HUD Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) is now available, and the Alabama Balance of State Continuum of Care is encouraging all stakeholders to begin reviewing the guidance immediately.

If your organization is considering applying for funding, now is the time to:

✅ Review eligible project components
✅ Assess community needs and service gaps
✅ Explore partnerships and collaborative opportunities
✅ Begin gathering required documentation
✅ Participate in upcoming CoC planning and technical assistance opportunities

HUD continues to emphasize strategic investments that address homelessness through housing, supportive services, coordinated systems, and community partnerships.

ARCH strongly encourages agencies, nonprofits, local governments, housing providers, behavioral health providers, faith-based organizations, and other stakeholders to engage early in the process.
