Per the California Air Resource Board (CARB), the CTC is a new regulation that tests the emissions control systems of heavy-duty vehicles for proper operation. CTC applies to nearly all diesel and alternative fuel heavy-duty vehicles with a gross vehicle weight rating (GVWR) of over 14,000 pounds that operate on California public roads. This includes both in-state and out-of-state vehicles, as well as public vehicles; motorcoaches; transit, s, and school buses; hybrid vehicles; commercial vehicles; personal vehicles; California registered motorhomes; single vehicle fleets; and vehicles registered out of California (not including motorhomes).
To comply with Clean Truck Check and avoid a registration hold, vehicle owners are required to:
• Pay an annual compliance fee.
• Submit passing periodic tests.
• Ensure emissions equipment is functioning properly.
Vehicle owners are responsible for maintaining accurate account information and must update vehicle information within 30 calendar days of a transaction to purchase or sell a vehicle.
The DMV automatically places CARB NON-COMPLIANT (SB210) holds on vehicles not compliant with the CTC. (BPA has been noticed as a Q212 error). Fees may still be posted with DMV if a stop is placed on the vehicle.
Companies must create an account on the CTC-VIS portal and add their fleet of qualifying vehicles (diesel and alternative fuel heavy-duty vehicles with a GVWR over 14,000 pounds) to obtain a compliance certificate.

Once the compliance certificate is issued, the hold is automatically removed 3-5 business days after a vehicle's compliance certificate issue date.

DMV Expands Eligibility for At-Home Testing
Sacramento – The California Department of Motor Vehicles announces that Californians under 18 years old who need a driver’s license, and individuals moving to California from out of state who need to take a driver’s license knowledge test are now eligible to complete the requirement at home before visiting a DMV office.
“The online test can be taken in the convenience of your living room,” said DMV Director Steve Gordon. “This is another example of how the DMV is providing service to customers when and where they want them.”
Eligible customers are prompted to choose the remote exam option after filling out the online driver’s license application and paying the application fee. For customers under 18 years old, a parent or guardian is required to give consent to allow the DMV to interact with them online and record their test-taking as part of the online requirements.
After completing the online exam, customers must still visit an office to provide required identity and residency documents, take a photo, provide a thumbprint, complete a vision screening and be issued a licensing document.
Online knowledge test
The online test is offered in 35 languages to customers who have an internet-enabled computer or laptop with a we**am. It is available between 8 a.m. and 4 p.m. Monday through Friday, excluding state holidays. The test cannot be taken on a tablet or mobile device.
As a fraud prevention measure, online test participants are required to verify their identity and agree to be monitored throughout the exam.
The test can be attempted online twice. Customers who fail both attempts will be prompted to go to a DMV office to take the test a third time.
Interactive eLearning course
Customers renewing their driver’s license with a knowledge test requirement can choose to take a remote version of the traditional knowledge test or an interactive eLearning course with seven interactive modules that must be completed, including quizzes after each module.
The eLearning course can be taken on a computer, laptop, tablet or mobile device and is available 24/7. It is currently only offered in English and takes approximately 45 minutes to complete. This is an ideal option for people who have trouble with exams or prefer an alternative learning method.
Remember, most DMV tasks can be completed without an office visit using DMV Online Services.

Disabled Person Parking
Disabled Person parking spots are for necessity, not convenience.
Disabled Person parking spots are usually located in private property parking lots. Law Enforcement has the authority to ticket or fine anyone not in compliance with current laws pertaining to handicap parking spaces on private property.
A Disabled Person Parking penalty/fine can vary from $250-$1,000. Expired placards are also subject to a ticket or fine.
In order to park in a Disabled Person Parking spot you must have a VALID Disabled Person placard, a Disabled Person License Plate, a temporary Disabled Person placard, or a temporary Disabled Person Travel placard.
Can you share a Disabled Person placard or License Plate?
No. It is important to remember that you are the only person who can use your DP placard or DP License Plates.
It is illegal to do the following (you may be subject to citation and fines):
* Lend your placard to anyone else.
* Use someone else’s placard.
* Possess or display a counterfeit placard or license plates.
* Provide false information to obtain a placard or license plates.
* Alter a placard or placard identification card.
Abusing your placard or license plates can result in the cancellation and revocation of the placard/plates and loss of the privileges they provide. It is also punishable by an applicable penalty.
