He has extensive relationships within the Health Resources and Services Administration (HRSA), the federal agency that administers the federal health center program, the National Association of Community Health Centers and with state and regional primary care associations. Philippe has a working knowledge of federal and state FQHC/CHC policy and was instrumental in crafting much of that policy during his career at the Illinois Primary Health Care Association.

• Represent clients before state and federal regulators including US DHHS, HRSA, BPHC, CMS, JCAR, IDHFS, IDPH and IDHS

• Educate policy makers, state and federal bureaucrats and legislative staff on client issues

• Track, support, or oppose legislation impacting clients, including the provision of written analysis when necessary

• Develop “Legislative Champion” strategy at both the state and federal level

• Business development through identification of state/federal business opportunities which may be of interest to your organization

• Secure timely and accurate state payment

• Health care consulting with an emphasis on Medicaid reform, state and federal FQHC policy, and health care reform implementation
