“Too Fast for Conditions” is what is listed on the ticket the officer hands out for going at or UNDER the speed limit. If the speed limit is 45 and someone is going 40, but the roads are covered in ice or snow, then that driver can get a ticket and be held responsible for damages and injuries caused by a crash for driving too fast given the road conditions at that particular time. So if the roads are snow or ice covered and you think a driver is going too fast, remind that driver of this if they reply that they are simply goin the posted speed limit.
