When Charles Cunningham first ran for HD-127, he made a promise.
In his own press release, he wrote: "I've lived here for 28 years. That means I've seen quite a few floods. I will fight for every flood infrastructure dollar for our district."
He's been in office since 2022. Here's what 28 years of watching floods and two sessions in Austin produced:
📅A dredging district that loses all state funding in 2027 — by law.
❌A district that cannot tax, cannot charge fees, and plans to fund itself selling sand.
❌Zero sand mining regulation — despite sand mines quadrupling their footprint on the West Fork from 1995 to 2017.
❌Zero detention basins built from the 16 identified in the regional master plan.
❌A Spillway Dam that won't be finished until 2029.
And when asked about the sand clogging our river, he called it "a gold mine."
➡️Twenty-eight years. Two sessions. One bill with a two-year expiration date.
✅HD-127 deserves someone who fights for flood infrastructure — not someone who celebrates it running out.

Charles Cunningham wants credit for the Lake Houston Dredging District. Let's talk about what that bill actually does — and what it doesn't.
✅ It created a district with a board.
✅ It secured $50 million in state funds — paid out over two years.
❌ After 2027, state funding is gone. By law. No exceptions.
❌ It doesn't address sand mining — which is refilling dredged areas back to 1 foot of depth within months.
❌ It doesn't fund the 16 stormwater detention basins identified in the San Jacinto River Basin Master Plan.
❌ The Spillway Dam project won't be done until 2029.
Harvey was 2017. The district board was just appointed in June 2026.
Nine years later, we have a structure with no sustainable funding engine. That's not a plan. That's a press release.
HD-127 deserves a representative who understands the difference.

Humble ISD expands open enrollment program to combat student loss Humble ISD trustees received an overview of the district’s open enrollment program for students living outside HISD’s boundaries during the June 9 board meeting.
I do not support incentive pay for teachers in Texas for two very important reasons.
First, the distribution of incentive pay is inconsistent across the state. Not all teachers receive it, and those who do don't get the same amount. Some districts are withholding as much as 52% of the funds, while others distribute the full amount minus administrative fees. If you're going to offer an incentive, the rules need to be the same for everyone.
Second, state leaders are using these incentive dollars as a substitute for providing teachers with an adequate salary. There is no substitute for a living wage.
Incentives are NOT a substitute for an adequate teacher salary. They are supposed to be a bonus.
