🚔 City of Fayetteville Approves Youth Curfew, Safety Measures in 8-2 Vote

📝 RECAP OF CITY COUNCIL RESPONSE TO RISING VIOLENCE

🎯 WHAT WAS VOTED ON:
✅ 11pm curfew for minors 16 and under, effective immediately
✅ Curfew passed by 8-2 vote as a one-year pilot program
✅ Crime Stoppers reward increases from $2,000 to $5,000 with city's help
✅ Ban on masks concealing identities at city properties and events (medical exceptions allowed)
✅ Ban on large bags, allowing only clear bags at special events on city owned property
✅ Interim Police Chief Joyce authorized to meet with IT to explore crime-fighting technologies for future budget requests

📅 INCIDENTS LEADING TO CALL FOR ACTION:
✅ 3 people shot near the annual Dogwood Festival last month
✅ 36-year-old man fatally shot at Barton’s Landing Place on Sunday
✅ 12-year-old injured at a carnival shooting in March
✅ Homicides up 366% this year, with 14 reported so far in 2025

⚠️ PUSHBACKS TO CURFEW POLICY:
✅ Councilmen Mario Benavente and Deno Hondros voted against
✅ Mayor Pro Tem Kathy Jensen suggested a 6-month pilot instead of a year
✅ Mayor Colvin initially proposed a 9pm curfew; council adjusted to 11pm for high school sports
✅ Councilmen Benavente questioned whether curfews will effectively lower youth crime
✅ Concerns raised about penalizing parents for youth sneaking out
✅ ACLU cited data showing curfews in other cities have not reduced crime

🏛️ OTHER MEASURES UNDER CONSIDERATION:
✅ Expansion of camera networks with license plate readers, facial recognition, AI tools
✅ Contracted partnerships with private security agencies
✅ Creation of a “junior” mayor role, added transportation to rec centers, ID cards for rec centers, extended rec center hours
✅ Interim Police Chief Joyce emphasized need to support and grow community partners, youth programs, and juvenile court counselors to get to the root cause of growing crime.
