Poplar Run community in Silver Spring, Md The gate keepers of this page are NOT and does NOT represent the homeowner association of Poplar Run.

This page is set up to facilitate communications among the home owners of the Poplar Run community in Montgomery County, Md. However, it is our hope that we will one day turn over the ownership of this page to the Poplar Run Homeowner Association once it has been established. For now it is a place where the home owners of our community can exchange ideas and get to know one another on a more personal level.

We are meeting tomorrow night Tuesday, August 23rd from 7pm-8:30pm upstairs at the Clubhouse to discuss the recent poll results on community development. Debbie Durham our community manager will be there to help answer any of your other questions.

Snow Removal Update (From IKO, Our Community Manager):

Phase 1
I just got off the phone with Montgomery County. Per the operator, the streets in Poplar Run are listed as “in progress”. This does not mean there are snow plows in the community now. It means and I quote “it is highly likely that the plows will be in the community tonight”

The County crews are working 24 hours so hopefully some, if not all streets will be open by morning. I will contact the contractor for the HOA and let them know that they should be able to get in the community late tonight to start working on the alleys and Rabbit Hollow.

Please note: All residents should stay off/out of the streets! The snow plows are very large and the drivers will have a difficult time seeing you in the dark. If you park on the street your vehicle will be blocked in by snow. If necessary, park your vehicle in the clubhouse parking lot.

Phase 2 & 3
The contractor tasked with clearing the streets and alleys in phase 2 & 3 will also be working over night.

Snow Removal Update (From IKO, Our Community Manager):

Dear Residents,

We have been receiving an enormous amount of calls from communities regarding snow removal, so we want to give you an update.

As you know this was a record breaking snow event, much larger than any news station forecast. This storm has been recorded as the largest in our area. The Governor declared a state of emergency and is still asking that all citizens remain off the roads if possible. We need to give the State time to clear as many roads as possible including secondary streets. In addition, all state non-essential employees are requested to stay home. This storm has shut down the federal government for three days and may continue through Tuesday.

We ask that you have patience with the efforts of the state, county and private contractors in the clearing of your community. The contractors’ employees are working around the clock. Many of them have not stopped or only stopped for a few hours for rest and food since Friday afternoon. The following situations have hindered the ability of our contractors efforts to timely clear all areas: the impact of almost 30 inches of snow in 30 hours, the high winds causing drifting, many gas stations being closed or having run out of fuel and cannot refuel their stock due to road conditions. Also note they are running out of room to put the snow. In addition, the primary roads still are not 100 percent cleared, most major roads are down to one and a half lanes at best.

We understand residents want to get out for various reasons, however, please also understand that the contractors are doing everything they can to achieve this, but the private HOA contractors are not permitted to clear County roads, and so some of their efforts are being stalled until the County is able to clear their streets within the communities.

This is a difficult situation for everyone and we ask for your patience. The contractors are working very hard to provide you the best possible service.

SHUTTLE SERVICE: Residents present at the Special Meeting requested the Boards assistance in implementing a Ride-On-Bus route through the community. Please review the following request and information provided by the Montgomery County Ride on Bus Division:

To officially add your name to the list of residents requesting bus service through the community, please call the Montgomery County Request for Service # “311”. You can simply tell the service operator, that you would like to request new bus service for Poplar Run HOA. Explain that Poplar Run is a new community off of Layhill Rd, Silver Spring. Each request will be forwarded to the transportation division.

The transportation division will review the number of request and their budget to see if the funding is possible and the number of pending riders fits their parameters. This process may take several months.

If the County approves the new/amended bus route, the first 18 months after approval will be a testing period. The test period will be used to see if ridership would be sustained.

Great event on October 24th at our first Fall Festival! We hope everyone had a nice time! Keep an eye out for future community organized functions, clubs, and services as we move into 2016.

Construction on Layhill Rd.
Date: 12/4/2014

Weather permitting, the heavy construction of the deceleration lane on Layhill Rd. is slated to start at the beginning of next week (12/8).

While we do not have a completion date, the good news is that the construction will most likely slow traffic down in the north bound lanes on Layhill Rd.

Please be careful during the construction and expect delays

From the HOA - poplar run homeowners: this notice is to inform you of the presence of workmen in the neighborhood who may be doing adjustments on your property. Wi******er homes will be adjusting water curb stops and sewer cleanouts in front yards to grade as directed by WSSC, an essential step in completion of the community.
