Signal Peak Trail Closure
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), and to provide for public safety, the following acts are prohibited within the Tahoe National Forest. This Order is effective from June 16th,2026, through December 31st, 2026.
1. Being on Forest Service Trail 13E58 (Signal Peak Trail), as shown on the attached map.
36 C.F.R. § 261.55(a).
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
1. Any Federal, State, local officer, or member of an organization rescue or fire-fighting
force in the performance of an official duty.
2. Employees and agents of Everest Infrastructure Partners, to the extent necessary to carry out work on the high voltage powerlines buried in the Signal Peak Trail.
These prohibitions are in addition to the general prohibitions found in 36 C.F.R. Part 261, Subpart A.
A violation of these prohibitions is punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than six months, or both.
16 U.S.C. § 551 and 18 U.S.C. §§ 3559, 3571, and 3581.

Cal4's Natural Resources Consultant, Rose Winn, spent last week in Washington DC with BlueRibbon Coalition and Utah Public Lands Alliance, meeting with public land management agencies and elected representatives regarding critical issues impacting OHV access in public lands. We are thrilled by the enthusiasm we met in each meeting for protecting public land access and motorized recreation. And we are pleased that we already have some major wins to celebrate!
>>> Minimization Criteria was revoked the Friday preceding our trip (https://www.whitehouse.gov/fact-sheets/2026/05/fact-sheet-president-donald-j-trump-removes-unnecessary-and-counterproductive-restrictions-on-access-to-federal-lands/)... which allowed us to focus conversations on crafting process, policy, and permanence to reopening routes that have been closed by Minimization Criteria over the last many decades. We've made strong traction already, and we have a lot of good work ahead on this front!
>>> We advocated heavily for re-evaluation of motorized access and multiple-use restrictions in Wilderness Study Areas, Lands with Wilderness Characteristics, and similar designations in which non-wilderness is currently managed as if it is Wilderness... we were thrilled by the plans and prospects each agency shared on correcting these issues, and excited to see action already in motion, like the DOI's proposed updates to Wilderness Study Area policies (https://www.doi.gov/pressreleases/interior-begins-nationwide-review-rock-climbing-management-and-wilderness-study-area). This is one of many actions we advocated for, and we are eager to see the next phases of these efforts roll out in the coming weeks.
>>> We urged Senate and Congress to pass legislation to permanently eliminate the Roadless Rule... and just two days ago on June 10, they took that exact action by proposing permanent rescission of the Roadless Rule through the Wildfire Prevention Act!
There are many other wins and milestones to report from our advocacy and collaboration in DC... stay tuned for more updates and ways for you to get involved. Together, we'll protect responsible OHV recreation and expand public land access in California!

Do you want to see closed OHV routes reopened for public access? We do... and now's the time for us all to take action! "Minimization Criteria" was revoked by the May 29 White House Executive Order... while Wilderness Study Areas (WSAs) were reopened for motorized access by the June 5 USDA memorandum to the Forest Service. We have a lot of good work ahead of us to collaborate with public land management agencies in restoring responsible OHV recreation where Minimization Criteria and WSAs were previously leveraged to impose sweeping, unjustified closures of thousands of miles of OHV routes in California. Join in the Cal4 Access & Stewardship Action Hour on June 9 to learn more and help us expand offroad access!
Also, we'll discuss the proposed OHV safety bill for California - AB 1613.
