Arrest... 800 block of S Bishop Avenue... Officers arrested a male, 55, of Rolla, MO for trespass first degree. The male was issued a municipal summons pending court appearance and placed
on a 12 hour protective hold at the Phelps County Jail. 845

Officers responded to the 500 block of South Bishop Avenue and arrested Khalil Mason, 20 of Rolla, MO for an active warrant for false statement though the US Marshals Services. Mason
was transported to the Phelps County Jail where he was incarcerated on his warrant. 841

Officers responded to the 1000 block of Kingshighway and arrested Robert C. Bryan, 43, of Rolla MO for two Phelps County warrants, charging him trespassing 1st degree and trespassing 2nd
degree. Robert was transported to the Phelps County Jail where he remains. 857

Officers responded to the 2006 N Bishop Ave for a report of a Narcotics violation. Upon arrival, officers discovered found property that had narcotics with it. Investigation ongoing. 855

Officers responded to the 500 block of S Bishop Avenue for a report of a private property motor vehicle collision. V1, a 2015 Nissan Rogue operated by a male, age 21, of Cuba, MO. V2, a 2016
Chevrolet Camaro operated by a female, age 27, of Warrensburg, MO. V1 was traveling west through a private parking lot near a four way intersection. V2 was traveling south through the four way intersection. The collision occurred when the driver of V1 failed to stop for a stop sign, striking the drivers side bumper of V2 with its front passenger side bumper. Both vehicles sustained moderate damage. No injuries reported. 820

Samaritan Award Recipient

While conducting a welfare check on July 24, 2026, Officer Dakota DeClue discovered an elderly World War II veteran who had been left alone without food or the means to obtain it. Recognizing the veteran's immediate needs, Officer DeClue took the initiative to obtain groceries and personally prepare a meal, ensuring his well-being and providing reassurance during a time of crisis.

Officer DeClue's actions exemplify the compassion, initiative, and commitment to solving problems that define the highest ideals of the Rolla Police Department. By seeing a need, taking ownership, and ensuring a vulnerable citizen was cared for, she demonstrated that exceptional police work is measured not only by enforcing the law, but also by serving others with dignity, empathy, and professionalism. Her selfless actions reflect great credit upon herself, the Rolla Police Department, and the law enforcement profession.

For these reasons, Officer Dakota DeClue is hereby awarded the Samaritan Award.

Officers responded to the 1200 block of Holloway St for a motor vehicle crash. Vehicle #1, a 2013 Ford Fiesta, operated by adult male 18, of St. James MO. Vehicle #2, a 2021 Mazda CX-30, operated by adult female 18, of Overland Park KS. The crash occurred when both vehicles were traveling west on 10th street and stopped at a red signal on the intersection of Holloway St. Vehicle #1 rolled into the rear of vehicle #2 which was stationary. Both vehicles suffered minor damage and there were no complaints of pain or injuries on scene. 852

Officers responded to the 100 block of E 14th St and arrested Adrian Hodges, 41, of Rolla, MO, for an active warrant out of Phelps County. Hodge was transported to the Phelps County Jail where he was incarcerated. 849

Officers responded to the 600 block of S. Bishop Ave for a motor vehicle crash. Vehicle #1, a 2000 Buick LeSabre operated by an adult male, 69, of Rolla, MO. Vehicle #2, a 2017 Nissan Rogue operated by an adult female, 47, of El Paso, IL. The crash occurred when V1 struck the rear end of V2. There was minor damage to Vehicle #1 and Vehicle #2. The driver of Vehicle 2 reported minor injuries but was not transported by EMS. 849

Officers responded to the 1000 block of 10th St and arrested a female, 50, of Rolla, MO, for Leaving the Scene. She was transported to the Rolla Police Department where she was booked and released pending formal charges. 849

Officers responded to the 1700 block of North Cedar Street for the report of domestic violence. Upon arrival, officers discovered that a male and female, both of Rolla MO, were the reported victims of domestic assault. The 12 hour rule was invoked and a report will be forwarded to the Phelps County Prosecutor for review. 808

Officers responded to the Tim Bradley Roundabout for a motor vehicle crash. Vehicle #1, a 2010 Kia Optima operated by an adult male of Rolla, Mo. Vehicle #2, a 2025 Chevrolet Trax, operated by an adult male of St. Louis, Mo. The crash occurred when Vehicle 2 braked for a car entering the roundabout and was struck in the rear by Vehicle 1. There was minor damage to Vehicle #1, and minor damage to Vehicle #2. There were no injuries reported with this crash. 850

Upon arrival, officers discovered that a female, age 34, of Rolla, MO, was the reported victim of lost or stolen property, whereas her rear license plate was missing from her vehicle. Officers responded to the 1000 block of North Elm Street for a report of harassment. Upon arrival, officers discovered that a female of Rolla, MO was the reported victim of harassment. Investigation is ongoing. 841

Officers responded to the intersection of W 10th St and N Bishop Ave for a motor vehicle crash. Vehicle #1, a 2013 Lincoln MKT operated by an adult male of Rolla, MO. Vehicle #2, a 2014 GMC Terrain, operated by juvenile female of Licking, MO. V1 was traveling S/B on Bishop Ave. V2 was traveling E/B on W 10th St, making a right turn to travel S/B on Bishop Ave. The crash occurred when V1 failed to yield to a traffic control device, striking the front driver side of V2 with the passenger side of V1. There was moderate damage to both vehicles. There were no reports of injuries on scene. 858

The City of Rolla is continuing its Public Deer Hunting Program for the 2026–2027 season. The managed archery program allows approved hunters to hunt on designated City-owned properties as part of the City’s effort to safely and humanely manage the local deer population.

Hunters must comply with all Missouri Department of Conservation regulations and are required to attend one of the City’s training sessions before participating. Training dates and times are included in the attached schedule. More information can be located at www.rollacity.gov under the Community Development page.

Officers responded to the 800 block of West 12th Street for a report of a stealing and property damage. Upon arrival, officers discovered that a male, 31 of Rolla, MO was the reported victim of a stealing whereas jewelry, fishing equipment, tools, and cell phone valued at $2850.00 was taken without the owner’s consent. Additionally, the victims vehicle was vandalized. Value of loss is $450.00. Investigation is ongoing. 841

Arrest... 400 block of Bridge School Road... Officers arrested Joshua Smith, 42, of Rolla, MO on an outstanding Phelps County warrant for stalking 1st degree. Smith was transported to the Phelps County Jail where he was incarcerated. 845

Officers conducted a traffic stop at the intersection of US 63 and Kingshighway and arrested Ashley Jackson, age 39 of Rolla, MO. for driving while suspended. Jackson was booked and released on summons to appear in court on a later date. 855

Officers responded to the 2000 block of North Bishop Ave and arrested a female, 30 of Cuba, Mo for burglary 1st degree, possession of burglary tools, possession of a controlled substance,
possession of drug paraphernalia, endangering the welfare of a child, resisting arrest for a felony, and a failure to appear warrant out of Crawford County with the original charge of exceeding the
posted speed limit. The female was transported to the Phelps County Jail where she was incarcerated pending formal charges. 850
