The Riverside Police Department is proud to offer the Blue Envelope Program, an initiative designed to foster inclusivity and enhance communication between law enforcement and community members.
The program provides individuals with blue envelopes and wearable items that help officers recognize when a person may have a condition or disability that affects communication, requires accommodations, or may benefit from additional patience and understanding during an interaction.
Developed in partnership with the Inland Regional Center and Autism Society Inland Empire, the Blue Envelope Program helps create safer, more positive interactions between officers and the community.
Participation is:

Blue Envelopes can hold identification, emergency contact information, vehicle documents, and notes that may assist officers during an interaction.

ARREST MADE IN HOMICIDE INVESTIGATION
RIVERSIDE, CA – On Sunday, May 24, 2026, at approximately 12:39 a.m., the City of Riverside Public Safety Communications Center received multiple calls reporting an assault with a deadly weapon involving a vehicle in the 3500 block of Franklin Avenue, located in the Eastside neighborhood.
Officers arrived on scene and located several victims who had been struck by a vehicle. One victim, identified as 20-year-old Daisy Sandoval of San Bernardino, was pronounced deceased at the scene. Two additional victims were transported to local hospitals in critical condition, and two others sustained serious injuries.
Detectives from the Robbery–Homicide Unit and the Forensics Unit responded and assumed the investigation, with assistance from the Riverside County Sheriff-Coroner’s Office.
Preliminary findings indicate that the suspect, 19-year-old Brian Sandoval of San Bernardino, had attended a “flyer party” in the area. The party was shut down earlier in the evening by the Riverside Police Department. Following the conclusion of the event, a robbery and subsequent altercation occurred in the street. During this incident, Sandoval intentionally used his vehicle to strike multiple individuals. Sandoval was detained at the scene by responding officers and later booked into the Robert Presley Detention Center on murder charges. He is currently being held on $1,000,000 bail.

Yesterday morning, members of the Riverside Police Department proudly participated in the , running through downtown Riverside and passing the Flame of Hope to the California Highway Patrol at Victoria Avenue and University Avenue.
We are honored to be part of this incredible event each year, joining law enforcement agencies across the region in support of the amazing athletes of Special Olympics Southern California. The Law Enforcement Torch Run is the largest public awareness and fundraising event benefiting Special Olympics Southern California, and we are proud to help raise awareness, build community, and celebrate the determination and achievements of these outstanding athletes.

SUSPECT ARRESTED FOR CONTRACTOR FRAUD, BURGLARY, AND ELDER ABUSE
RIVERSIDE, CA – On Thursday, April 23, 2026, an 80-year-old Riverside resident reported the theft of funds by a plumbing contractor identified as 32-year-old Christian Arellano from the City of Fontana, operating as Prime Plumbing & Sewer.
Mr. Arellano allegedly charged the victim $1,000.00 for plumbing services but failed to complete the promised work or return the money. The victim later learned Mr. Arellano was not a licensed contractor and had displayed a stolen contractor license number on the invoice.
Detectives with the Riverside Police Department discovered the license number belonged to a legitimate plumbing contractor in Nuevo, CA. Detectives also learned Mr. Arellano was on active felony probation in Los Angeles and San Bernardino Counties for similar crimes and had multiple outstanding warrants related to contractor fraud, including three felony warrants out of Idaho and a misdemeanor warrant in Riverside County.
On Monday, May 18, 2026, with assistance from the Riverside Police Department’s Post-Release Accountability and Compliance Team (PAC Team), Mr. Arellano was located and arrested in the city of Fontana. He was booked on charges of 1st Degree Burglary, False Personation, Elder Abuse, and Embezzlement. Detectives also obtained a bail increase to $150,000.00, along with a bail hold requiring proof of a legitimate source of funds.
