USCIS is revising their policies in their Policy Manual so as to give their agents greater discretion to make decisions on applications for green cards and asylum without resorting to an interview.

The new notices don’t change as much as once said. H-2B visas cannot be granted without a certification of labor certification by the employer. That was always the legal requirement, and it only now has more rigorous requirements to fit proposed wages within the status of “prevailing wage” within the employer’s regional area, as defined by the Department of Labor-certified agency. That protects Americans and legal residents, so that our industrial labor force is rebuilt.
