This photograph was taken from the Fairview Road overpass to illustrate the number and size of billboards lining Raleigh's roadways. Because of Raleigh's lax billboard ordinance, the giant signs were almost everywhere they were allowed--which was any area zoned industrial or commercial.

During the early 1980s, cities across the US adopted billboard ordinances, some even banning them completely. Raleigh city council adopted a billboard ordinance in October of 1983 that drastically reduced the number and size of billboards. The maximum allowed square footage was reduced from 675 to 150 on four (or more) lane roads. On smaller roads the size was reduced to 75 square feet.
