More than 75 residents gathered June 4 at the Tarboro Road Community Center for a Livable Raleigh forum on the city’s affordable housing crisis, where five longtime community leaders shared recommendations for addressing displacement and preserving affordable communities. JUNE 1 BUDGET MEETING & JUNE 2 COUNCIL MEETING HIGHLIGHTS
Council unanimously agreed to a number of changes as recommended by the Transportation & Transit Committee regarding Traffic Calming.
Because most neighborhood ballots are approved anyway, there will be no further neighborhood ballots on speed limit reductions, line of sight issues, or multi-way stops but instead those decisions will be delegated to the Transportation Director.
Neighborhood ballots will also be eliminated for issues that meet objective safety standards.
It was pointed out that staff experience challenges in communicating with neighborhoods about these issues. OPPORTUNITY TO UTILIZE CACs!!!
The pros and cons of three-year waiting periods to un-do traffic calming measures will be presented in a managers update.
Mayor Pro Tem Harrison asked for a committee assignment or work session to discuss Raleigh’s drinking water supply. City Manager will decide which makes most sense, noting that a Regional approach will be critical. Harrison also asked for an incident report on the Turkey Creek wastewater spill.
Councilor Jones will hold her monthly district meeting on June 10 from 6-8pm at La Cucina Italian restaurant and her monthly decoding democracy book club on June 13 at 9:30am at New World Café. She has also started a virtual series to review Council meeting agendas the Monday before Tuesday Council meetings. One was held last night and the next will be June 15 from 6-7:30pm.
Councilor Patton asked for some guidance on motorbike safety and awareness.
Statutory Public Hearing – FY26-27 Proposed Operating and Capital Budget — 17 people signed up to speak, so were allotted two minutes each, but five of the 17 did not show up. Topics covered included affordable housing, trees, infill development, the rising cost of living, and safe streets.
Text Change to Zoning Conditions TCZ-02-26: 4601 Creedmoor Road, at the intersection of Creedmoor Road and Glenwood Avenue (District E) — Unanimously agreed to postpone to July 7 at 1pm due to inadequate notice in the News & Observer
Rezoning Z-43-25 6309 Litchford Road, West Side of Litchford Road, 800 feet north of Atlantic Avenue Intersection (District A) — Applicant has offered major new conditions, so unanimously agreed to send back to Planning Commission
Rezoning Z-01-26: 307 W Martin Street, 311 Commerce Place, & 322 W Davie Street (District D) — Unanimously approved

John Cerqueria spoke to City Council May 12, 2026:
"In recent polling 85% of Raleigh citizens across all demographics support increased funding of Raleigh Police. So as we enter the 2027 budget cycle, I’m here to encourage continued investment in public safety. A safe city depends on a fully staffed and supported police department. And RPD still faces significant staffing challenges, with roughly 80 vacancies among its 798 approved officer positions."
