Washington state’s Institutional Education program provides K–12 education to youth who are incarcerated or otherwise institutionalized. Until recently, little was known about these students’ experiences before, during, and after enrollment.

Education Northwest partnered with the state’s Education Research and Data Center to produce a new report and community brief that highlights who these students are, the challenges they face—like overrepresentation of students of color and high rates of absenteeism and classroom exclusion in their schools—and how the system can better support them.

Behind every data point is a young person with potential. State leaders can use this information to ensure all students receive the opportunities they deserve.
