Graduate Student Advisory Council – Where ideas gather. The Graduate Student Advisory Council at the College of Urban and Public Affairs at Portland State University is a student-led organization that brings together graduate students from all of the college’s disciplines to cultivate community, discuss ideas, and solve problems.
