This is the origin of the so-called states’ rights argument: when the will of everyday people contradicted the will of the ruling class, the state was used to intercede… on behalf of the ruling class against the will of the people.

Remember that next time you hear a politician, or anyone else, use the term “states’ rights.” It is implicitly anti-democratic.

AND… this ties into the concept of the *Pyramid of Power*. The hierarchy in this passage is Calhoun (as an elite, at the top), the state as buffer and intermediary, and the people—without whom neither the state nor Calhoun’s status as an elite would be possible.
