On Friday, June 12th, 2026, Clallam 2 Fire-Rescue got to recognize several of our members who recently completed the Emergency Medical Technician (EMT) course at Peninsula College. Clallam 2 Fire-Rescue had seven of our members complete the course along side several other students.

The EMT-Basic course is an entry-level course to the Emergency Medical Service (EMS) profession. This course focused on: EMT roles and responsibilities, airway management, patient assessment, medical and trauma emergencies, anatomy and physiology, documentation, lifting and moving, and communications. The course also includes practical labs and a total of 10 hours of clinical experience in the field to provide direct hands-on experience with a variety of patients.

The newly graduated students will now complete testing for their National Registry EMT certification. Once that is obtained, they will be issued Washington State EMT certification and can start practicing in the field.

Congratulations to our members who successfully completed the EMT course and are on their way to serving the community.

In addition to completing the EMT course, Firefighter Jake Felton was also recognized for his superior performance and was named as part of the “Medic Company Award”. This award is given to those students who showed exceptional skills and a high level of aptitude for emergency medicine. Congratulations Jake!

EMS Levy Information

Why does Clallam 2 Fire-Rescue need an EMS Levy?

There are several reasons why Clallam 2 Fire-Rescue is in need of a EMS Levy. The primary reason is the increasing number of emergency calls the fire district continues to face each year. In order to meet those demands, we need to ensure that we have an adequately equipped and staffed fire district so we are there when you need us.

In this post we want to focus on one of the reasons we need an EMS Levy…MORE PEOPLE!!

The fire commissioners, staff, and personnel at the fire district take great pride in making sure we are properly trained, outfitted, and supplied to handle a wide variety of emergencies. While we can have all the proper equipment, vehicles, training, and tools to perform the job, the critical component is the people who serve every day (aka your firefighters, EMTs, and paramedics).

Clallam 2 Fire-Rescue is considered a “combination” fire district. This simply means we use a combination of full-time career, part-time, and volunteer emergency responders. Almost all of our personnel are qualified as firefighter/EMTs or firefighter/paramedics.

The fire district currently has 9 full-time career responders, 12 part-time responders, and about 30-35 volunteer members. There is also a full-time fire chief, deputy fire chief, office manager, and volunteer training coordinator. Combined, we all respond to over 2,000 emergency incidents per year.

As call volumes increase, this puts a strain on the personnel of the fire district, especially the volunteers. Our volunteer members are sometimes not available because of work or family related circumstances. Volunteers are critical members of our organization, however social and economic factors can sometimes restrict their availability.

The increasing call volume also places demand on our small full-time staff as they are stretched thin on a regular basis. 32% of the time we have overlapping incidents. This means that we receive a 911 call when a previous emergency call is in progress. With a large fire district, this spreads the on-duty crew thin as we only have a minimum of 4 personnel on-duty each day (combination of full-time and part-time firefighters).

This EMS Levy will provide funding to hire an additional 6 full-time firefighters to ensure our daily staffing is stable and has a chance to increase. This will allow for better coverage of emergency incidents and reduce the burden on our volunteer firefighters.

EMS Levy-

Voters within Clallam 2 Fire-Rescue will see a proposition on the August 4th, 2026 ballot for the establishment of an EMS Levy. This measure would generate funding for the fire district’s EMS services. Clallam 2 Fire-Rescue provides both Advanced Life Support (paramedic) and Basic Life Support (EMT) treatment and transport to the community.

The EMS Levy will establish a initial rate of $0.50/1,000 of assessed property value for a period of 10 years. Washington State law requires any funding from a EMS Levy to go only towards the provision of medical services.

Emergency medical services are a critical part of how we serve our community every day. This measure will allow the fire district to increase service levels to meet the growing demand by hiring additional, full-time firefighter/EMTs or firefighter/paramedics.
It will also allow the fire district to establish a program where fire district residents would not receive a bill from the fire district if transported by one of our ambulances.

Our firefighters and EMS personnel respond 24 hours a day, seven days a week, 365 days a year to a wide range of emergencies, with the majority involving emergency medical care. EMS Levy funding will support the personnel, training, and equipment needed to respond effectively and provide care when it is needed.

TRAINING NOTICE – SATURDAY, MAY 30th

Clallam 2 Fire-Rescue will be hosting an all-day training event this Saturday, May 30th, in the area of 2600 Block Eden Valley Road. Training evolutions will include live fire scenarios designed to prepare firefighters for real-world emergencies.

Due to the nature of the training, traffic in the area may be impacted for much of the day, and residents may notice smoke from time to time. Please know that all training evolutions are carefully planned and conducted by experienced instructors with safety as the top priority.

The live fire training is expected to last most of the day with the acquired structure eventually being demolished in a controlled fire late in the afternoon.

Members of the community are advised there may be smoke in the area and several fire vehicles at the site, as well as traveling on Dan Kelly/Eden Valley Roads.

Clallam 2 Fire-Rescue got the opportunity to recognize one of our members at the Footprinter Annual Officer of the Year dinner held on Monday, May 11th.

This years recipient was firefighter/paramedic Gary Arbuckle. Firefighter Arbuckle was recognized for his service in 2025 which went above and beyond.

Last year he not only continued to provide high level EMS care and firefighting, he took on several task outside his regular duties. Gary took over managing our quartermaster program which tracks, maintains, issues, and services our uniforms and personal protective equipment. He also regularly led EMS training for both our career and volunteer members during our Tuesday night volunteer drills. Gary is also an International Fire Service Accreditation Congress (IFSAC) evaluator who regularly assist with teaching and evaluating our new firefighters.

Congratulations to Gary and all the other public safety Officer of the Year recipients. Thank you to the Footprinters for recognizing the public safety agencies in Clallam County.

On Wednesday, May 6, 2026 Clallam 2 Fire-Rescue units were dispatched to the hiking trails off of Little River Road south of Port Angeles for a patient with an injured ankle. The call came in shortly after 9:00 AM and it was reported that the patient could not continue to walk. Another person with the injured hiker who reported their location was approximately 1.5 miles up the trail.

Clallam 2 Fire-Rescue units began responding to locate the patient and determine the best access. Through familiarization with the area, crews knew they may require additional equipment and resources if the patient needed to be packaged on a litter and carried out. A callout was made to all career and volunteer staff to provide additional personnel.

This incident also saw the first use of the fire district’s new UTV. This Polaris XP1000 vehicle was recently purchased using funding from a Federal Title III grant administered by Clallam County. The fire district submitted a grant request through Clallam County which was approved last year. The vehicle was purchased and placed into service in April. Normally this patient extraction would have required crews either to hand carry the patient, or place them on a wheeled litter and manually pull them out to the awaiting ambulance.

The new UTV was able to drive down the narrow access trail and transport the packaged patient out to an awaiting ambulance on the dirt access road. This saved time and personnel, as well as provided a safer, more efficient way to move the patient for transport to Olympic Medical Center.

Clallam 2 Fire-Rescue responded with the UTV, a rescue vehicle, and an ambulance with four personnel. Olympic Ambulance responded with an ambulance and three personnel.

The purchase of this UTV was accomplished using grant funding and provides enhanced capabilities for our crews to respond in remote, difficult to access locations.

Clallam 2 Fire-Rescue serves the un-incorporated areas around the City of Port Angeles from Deer Park on the east, to Lake Crescent on the west. We work closely with all our neighboring agencies to make sure the citizens and visitors in Clallam County receive the highest level of care and service.

This week is National Volunteer Week. Clallam 2 Fire-Rescue would like to recognize the long tradition of volunteerism (it’s a real word, I checked) here at the fire district. In 1944 a group of women had volunteered their time to help fight fires in Gales Addition. They had started what eventually became Clallam County Fire District 2 with the official formation of the fire district on January 1, 1945. The fire district has continued to rely on volunteer members for the last 80+ years.

Today, Clallam 2 Fire-Rescue is a combination fire agency, using full-time, part-time, and volunteer firefighters, EMTs and Paramedics. On this week we want to acknowledge the service of our volunteer members who have long been the backbone to our service delivery and continue serving their community today.
