He will help ensure strong program quality, compliance, collaboration, and performance outcomes that advance opportunities for young people across .

Richard brings extensive experience in workforce development, training, partnership building, and system collaboration, along with a strong passion for youth empowerment and community impact. Lead the operations behind Adult Workforce services—driving performance, compliance, and strong customer outcomes across Philadelphia.

• Operational leadership & continuous improvement
• Provider performance, reporting & compliance
• Partner coordination & service quality

🎓 What we’re looking for:
• Experience: Bachelor’s in a related field with 7+ years Human Services experience (must include 2+ years workforce development and 5+ years management; director-level preferred) — or equivalent education/experience.
• Skills: Proven leader with WIOA experience, compliance, and provider/partner oversight, plus excellent communication, relationship-building, and budgeting experience
