Phebe founded Magnifique Balloons in 1981 and specialized in balloon deliveries. In 1987 she bought a building in Manayunk and expanded her business to party decorating. DANCE4LIFE was apart of making history yesterday! We were in the first ever Red, White & Blue To-Do Pomp & Parade , which was part of the @july4thphilly festivities in Philadelphia. The crowds, the smiles, the excitement just permeated the air. It was the most spectacular day!
