Great insight from eXp Realty CEO Leo Pareja. If you've been waiting for the right time to buy your first home, this may be the window you've been looking for. Housing markets are highly localized, so opportunities vary depending on where you live, and in some markets first-time buyers haven't seen conditions like this in nearly a decade. With mortgage rates expected to hold near current levels, it's worth talking to a local agent and seeing what's possible in your market. π‘
eXp CEO Leo Pareja: First time buyers have a decade's first opportunity Leo Pareja, Chief Executive Officer of eXp Realty, says housing is highly localized, first time buyers have rare opportunities in some markets, and mortgage rates are likely to stay near current levels.
Many Floridians are worried about the rapid population increase. They fear that newcomers from states with different policies could change the business-friendly environment they love. There's also a growing concern about the impact on infrastructure and traffic.
A lot of people are leaving New York. High earners and creatives too. They're heading south to Florida. The reasons are clear: a different political climate, more economic chances, and a general feeling of freedom and less government rules. Itβs a big shift for many.

Florida passed House Bill 1389.
98β4 in the House.
35β0 in the Senate.
Near unanimous.
This bill updates the Live Local Act β and if you build housing in Florida, it matters.
Hereβs what changed:
ποΈ Multifamily now allowed in commercial and industrial zones
(If 40% of units are affordable at 80β120% of AMI)
π Applies statewide
Local governments have limited ability to block qualifying projects
π° Property tax exemption vests at building permit
Clearer underwriting for lenders
π Local opt-outs restricted
A housing surplus must show in the Shimberg Study for three prior years
βοΈ Affordable housing gains Fair Housing Act protection
Cities face legal risk for unequal treatment
Why this matters:
β’ 55,000 proposed Live Local units
β’ 182 projects tracked
β’ 6,316 units under construction
β’ Active in 20 counties
β’ Top markets: Miami-Dade, Hillsborough, Broward, Palm Beach, Orange
Florida continues to see strong population growth, migration, and capital inflows into multifamily and mixed-use.
Now add:
β’ By-right density in more zones
β’ Access to school and church land over 3 acres
β’ More public-private partnership potential
β’ Tax benefits with clearer timing
Developers are repositioning:
π Targeting infill commercial corridors
π€ Partnering with schools and religious institutions
π Stress-testing models with and without exemptions
π’ Securing land before July 1, 2026
The signal is clear:
Florida is reducing entitlement risk and increasing predictability.
If you develop in Florida:
Are you re-evaluating commercial parcels?
Are you pricing church or school sites?
Are you underwriting with vested tax treatment at permit?
Policy shapes profit.
HB 1389 just shifted the board.
New Laws In Florida Will Stimulate Attainable Apartment Development Florida is a particularly attractive state for real estate developers to seek new sites, and now a new bill, expected to be signed soon, makes it even more appealing.

Florida is about to raise the homestead exemption from $50,000 to $150,000 in 2027.
Then to $250,000 in 2028.
Voters must approve it with 60% in November.
Here is where we are:
β’ The Senate passed the proposal 30β9.
β’ The House passed it 75β26.
β’ The expanded exemption will not apply to school district taxes.
β’ Non-school local governments face a projected $4.6 billion annual revenue reduction at the start.
β’ That number grows to $8.4 billion per year.
Lawmakers revised the plan after pushback from local governments and firefighters.
The exemption shields more of your homeβs value from taxes.
School funding stays protected.
If you own a home in Florida, this affects you.
If you plan to buy, this shapes your numbers.
Florida property tax cut plan backed by DeSantis heads to November ballot after legislative approval Florida voters will decide in November whether to dramatically expand homestead property tax exemptions after lawmakers approved a constitutional amendment.

Orlando just hit its most balanced market in years. π
Heading into summer:
β’ Median price ~$410K (+1.2% YoY β steady, not spiking)
β’ ~6.3 months of supply (more choices for buyers)
β’ Homes averaging ~2 offers and ~54 days on market
Translation: buyers finally have breathing room, and well-priced sellers are still winning. This market rewards strategy over panic.
Thinking about a move? Let's talk. π
