DIILS congratulates Moulana Deng Jama-ula de Mabior, South Sudan, on his recent promotion to the rank of Brigadier General.
Since 1992, DIILS has conducted 2,700 programs engaging 81,000 military and civilian participants from 180 countries. DIILS alum are key contributors to the global security cooperation mission. DIILs is extremely proud of their many achievements.

DIILS Resident Course Graduates 38 International Participants
Thirty-eight international participants representing twenty-three countries recently graduated the Legal Aspects of Defense Support of Civil Authorities (LADSCA) course presented by the Defense Security Cooperation University’s Defense Institute of International Legal Studies (DIILS).
One of the course highlights was the presentation of the Lt. Col. Vincent Sowa Award of Excellence to a participant. This year’s recipient was Colonel Jossy Kajila from Zambia. The presentation was made by Mr. Benjamin Karpinski, DIILS Education Center Director. Lt. Col. Vincent Sowa was an alumni of the inaugural Legal Aspects of Defense Support of Civil Authorities (LADSCA) course in 2014 who sadly passed away in 2017. DIILS honors his memory every year during the LADSCA course by presenting an award for the “Master of course concepts; interest in and dedication to the topic of Military-Civilian Support and Cooperation; and concern for fellow course participants.”

Congratulations to the 2024 Cyber Law and Hybrid Warfare class!
DIILS graduated thirty-eight students from the 2024 Cyber Law and Hybrid Warfare course. Countries represented were Austria, Belize, Croatia, Czech Republic, Egypt, Fiji, Ghana, Honduras, Indonesia, Iraq, Kenya, Kyrgyzstan, Kosovo, Latvia, Slovak Republic, Malaysia, Morocco, Mexico, Nepal, Nigeria, Philippines, Poland, Slovenia, Tanzania, Trinidad-Tobago, Thailand, Taiwan, and Zambia.

DIILS CONGRATULATES MS. PAULA GILEVSKA, REPUBLIC OF NORTH MACEDONIA, ON HER APPOINTMENT
Ms. Paula Gilevska was appointed to a diplomatic position to the Republic of North Macedonia’s Permission to the Organization for Security and Co-operation in Europe, United Nations and other International Organizations in Vienna, Austria. Ms. Gilevska is in charge of the cyber security portfolio, cooperation with Asian partners and UNODC programs.
Ms. Gilevska is a DIILS resident course alumni. Since 1992, DIILS has conducted 2,700 programs engaging 81,000 military and civilian participants from 180 countries. DIILS alum are key contributors to the global security cooperation mission. DIILs is extremely proud of their many achievements.

DIILS RECOGNIZES BRIGADIER GENERAL DIOP, SENEGAL
Since March of 2022, Brigadier General Mactar Diop, Sénégal Army, has been the Chief of Staff of the ECOWAS (Economic Community of West African States) Standby Force in Abjua, Nigeria.

DIILS CONGRATULATES MAJOR TEXINE DAW ON RECENT APPOINTMENT
Major Texine Daw, Guyana Defence Force, was recently appointed to Guyana’s Permanent Mission to the United Nations as First Secretary. Major Daw also serves as a legal advisor to the Mission.
Major Daw is a graduate of the 2021 Cyber Law and Hybrid Warfare (CLHW) DIILS resident course. The CLHW course, created for military officers, legal advisors and their civilian counterparts, provides an in-depth global perspective of domestic and international legal aspects of cyber operations and emerging technologies present in hybrid warfare and their impact on modern state governance.
