More than 10 acres of publicly owned land in Jersey City are currently surface parking lots. At a time when housing costs are forcing working families out of the communities they helped build, we should be asking a simple question: Is that really the best use of scarce public land?

New Jersey has a critical shortage of affordable housing. Hudson County is trying something different to address this issue, and the Dodge Foundation is proud to support it with a $570,000 loan. A new project, called County Plaza, would turn an underused parking lot in Jersey City into hundreds of affordable apartments, with the county itself owning and operating the housing. It's early days for County Plaza, but the idea is a big one: a county-owned housing model that other NJ counties, many of which already own land, could replicate to help meet the state's Mount Laurel affordable housing obligations.
