Response to School Board Voting Criticism
It's been brought to my attention that my opponent criticized me for not voting in this year's school board election-implying that I don't care about local issues.
The truth is: I care deeply. I was in labor days prior to the election and was readmitted on Election Day. Like so many women across our state, I was balancing the incredible joy of welcoming a child with the very real dangers and uncertainties that can come with childbirth-especially for Black women.
As someone who served on the Delaware Healthy Mother and Infant Consortium, I've worked on the front lines of maternal health policy in Delaware. I know the statistics: Women of color are more likely to experience life-threatening complications during and after childbirth. And I lived that reality just weeks ago and survived an even more complicated situation with my first child.
That's why I believe in laws that expand access to early voting and protect reproductive freedom. Because life gets complicated. And when it does, our systems need to meet people where they are-not shame them for it.
I'm proud of my record of public service, my commitment to this community, and the example I'm setting for my two sons. I will always show up with transparency and humanity—and I'll never apologize for putting my family's health first.
This is exactly why I'm running: to bring common sense, compassion, and steady leadership to Dover.
With hope,
Alonna Berry
Candidate for Representative District 20

FOR IMMEDIATE RELEASE FROM THE COUNTY EXECUTIVE
NEW CASTLE – Over the weekend, tax amounts were uploaded onto New Castle County’s Parcel Search website. In response to questions property owners may have about their taxes, New Castle County has compiled information to help better inform residents. Tax rates have been adjusted after the property reassessment process finished earlier this year. This is the first time in over 40 years New Castle County has undergone this process. The County extended the appeals process to allow residents more time to ensure everyone had a fair chance to challenge their assessments. Since then, the County has undergone a lengthy process to manage appeals and prepare to conduct hearings.
Total tax amounts can be viewed online on the County’s Parcel Search website. The easiest way to review a property’s Parcel Details is to search using the property’s Street Number and Street Name (omitting street suffixes like “Road,” “Lane, “Avenue,” etc.). If the search doesn’t return any results, please consult the Parcel Search instructions on the website’s homepage for additional search tips.
The taxes currently listed online only list total amounts, but the tax bills sent in the mail will show a more detailed breakdown. Tax bills will be mailed out the week of July 21st and also be uploaded to Parcel Search at the same time. The total amounts listed online include any tax exemptions that have been approved.
New Castle County has committed that the total taxes collected in fiscal year 2026 will not exceed the amount of total taxes collected in fiscal year 2025, not including any increases due to new construction. Tax reassessment has been revenue neutral for New Castle County. This year, the County has approved the use of separate tax rates for residential and non-residential property. The rates are below:
Residential Rate - 0.1575 per $100 in assessed property value (down from 0.8054)
Non-Residential Rate - 0.2380 per $100 in assessed property value (down from 0.8054)
These rates are for properties in unincorporated areas. Incorporated areas have lower County tax rates and additional property taxes assessed by the municipality.
The property taxes collected by the County are separate from the taxes collected by local School Districts. The local school district tax rates are set by each School District. Throughout the reassessment process, New Castle County communicated with all school districts and municipalities to provide updated information regarding assessment values and appeals data. Questions about School District taxes should be directed to local School Districts. The contact information for each district is below:
Brandywine School District, 302-793-5000
Red Clay Consolidated School District, 302-552-3725
Christina School District, 302-552-2600
Colonial School District, 302-323-2700
Appoquinimink School District, 376-4120
Smyrna School District, 302-653-8585
NCC Vocational Technical School District, 302-995-8020
Polytech School District, 302-697-2170
If you did not file an appeal with the New Castle County Board of Assessment Review by March 31, 2025, you may not challenge your property’s assessment for the July 2025 annual tax bill. However, you may file an appeal of the property’s assessment in future years by submitting the appropriate appeal form to the County by March 14th of each year.
The County received over 5,200 appeals and processing each appeal has been a time-consuming undertaking. Appeal reviews are currently underway, and formal hearings will begin being scheduled this month. Completion of this process is expected to take several months.
If the appeal of your assessment is not resolved by the September 30, 2025 deadline for paying your tax bill, there are a few options.
You may pay the tax due on your property’s entire assessment, and if your assessment appeal reduces the assessed value of your property, your tax overpayment will be credited to your account and will offset any subsequent tax or sewer service obligation billed on your property. You will be credited with interest on the overpayment at the rate of 1% per year (beginning on the date which New Castle County received your tax payment).
If you choose not to pay any of the tax due, you will be assessed a penalty of 6% of the charge, plus an additional 1% penalty on the first of every month thereafter. If your appeal is successful, the penalty associated with the amount of the reduction will be removed. However, you will have to pay the accrued penalty amount based on your property’s revised assessed value.
You may pay the tax due on the portion of your property’s assessment that you do not dispute. If your appeal reduces the assessed value to that value, there will be no penalties and no credit. If you need assistance in determining the amount to pay associated with the undisputed value, please contact the Treasury Division at 302-395-5340 or [email protected].

2025 SESSION WRAP-UP
It’s been a busy and impactful session, and I'm proud of the work we’ve done together. As the House Lead on several major bills, I’ve fought hard for progress.
Here’s just a glimpse at the meaningful change I've championed to make Delaware safer, fairer, and more forward thinking:
💙 HEALTHCARE & CHILD CARE ACCESS
✅ HB 205 – Provider & Patient Protection: Shields DE providers and patients from out of state legal attacks for lawful healthcare, including reproductive and gender affirming care.
✅ HR 14 – Purchase of Care Review: We want to expand POC but need the date! Expands transparency around how Delaware supports working families with child care.
✅ HB 118 – Exceptional Care for Children: Supports a one of a kind facility helping medically complex teens transition to adult care.
⚖️ JUSTICE, VICTIM RIGHTS & JUVENILE REFORM
✅ HB 129 – Youth Justice Appeals: Charging a child as an adult carries lifelong consequences and we owe it to them to make sure we get it right. This bill creates a right to appeal a denied transfer within 30 days of sentencing, even AFTER entering a plea, and that a plea agreement CANNOT waive this right.
✅ SB 17 – Victims’ Rights Modernization: Stronger protections, more transparency, better access for all victims—regardless of immigration status.
✅ SB 139 – Sexual Assault Kit Reform: Sets clear timelines, ensures victims know their rights, and preserves critical evidence and saves evidence in unsolved cases involving minors until the victim turns 40.
📚 EDUCATION & SCHOOL GOVERNANCE
✅ HB 64 – Virtual School Board Access: Your voice matters—now you can speak up at school board meetings from wherever you are.
✅ SB 91 – Title IX Transparency: Makes sure students and staff know how to report harassment and that schools are accountable for acting.
🏛️ NEWARK & LOCAL GOVERNANCE
✅ SB 4 – Office of the Inspector General: Independent oversight is here! Delaware finally has a watchdog to investigate fraud, waste, and abuse.
✅ HB 34 – UD Student Impact Fee: Newark taxpayers shouldn’t foot the whole bill. UD will contribute to city services impacted by students.
✅ HB 33 – Alderman's Court Expansion: What happens in Newark, stays in Newark! Keeps minor ma*****na cases in local court—saving time, money, and resources.
🛴 MOBILITY & PUBLIC SAFETY
✅ HB 114 – Motorized Scooters Legalized: Yes, scooters were technically illegal (who knew?!). Now they’re regulated like bikes—with safety, age, and use rules in place.
I will never stop working for a Delaware that works for all of us, rooted in fairness, access, and accountability.
Let’s keep pushing forward.
