DNREC has made significant improvements since Secretary Patterson took the helm in 2025, changes that have been recognized and applauded by legislators on both sides of the aisle.
As co-chairs of the Joint Legislative Oversight Committee, Sen. Hoffner and I have seen these improvements firsthand. We’re pleased to partner with Delaware DNRECC and its leadership to continue strengthening our state agencies and ensuring they truly serve the public.

Delaware’s environmental permitting process is getting faster and more predictable.

House Bill 456, signed into law last week by Gov. Matt Meyer, updates Delaware’s Subaqueous Lands Act to streamline permitting for docks, utility lines and other work on submerged lands and tidal waters.

The new law establishes clear processing timelines for small residential docks, expands the use of general permits for routine, lower-impact activities and reduces duplication in the permitting process. It also creates a Marine Contractors and Consultants Licensing Board, responding to a longstanding request from Delaware’s marine contracting industry.

The changes build on ongoing work by the DNREC Division of Water to modernize environmental permitting, reduce time and steps in some areas and provide applicants with a clearer path through the approval process while protecting Delaware’s water resources.

Delawareans deserve to feel safe in their communities, but that is not possible when unsafe gun practices go unaddressed.

That’s why I am proud to say that Governor Matt Meyer signed three critical pieces of gun safety legislation into law yesterday.

SB 300, sponsored by my fellow Newark legislators Sen. Dave Sokola and Rep. Mara Gorman, bolsters Delaware’s oversight of fi***rm dealers by implementing an enhanced licensing system with stricter inspection, reporting, and security requirements.

HB 369, sponsored by Rep. Gorman and Sen. Elizabeth "Tizzy" Lockman, makes the Delaware Office of Gun Violence Prevention and Community Safety a permanent fixture in our state.

And finally, HB 418, sponsored by Rep. Kendra Johnson and Sen. Laura Sturgeon, creates a clear path for individuals who legally possessed unserialized fi***rms prior to them being banned in the state to come into compliance with Delaware law, either by having their fi***rms serialized through a federally licensed dealer or rendering them permanently inoperable.

Thank you to everyone who played a role in creating these laws and making Delaware a safer place for all of us.

Labor Day Holiday Collection Changes

Today I was proud to stand beside my friend and colleague Rep. Krista Griffith as Governor Matt Meyer signed HB 380 and HB 381 into law.

HB 380 expands on Delaware’s existing Data Privacy Act, making it so your sensitive data - your race, your age, your gender, or your financial status - cannot be used to build a profile on you that could be used to factor into critical life decisions, like your mortgage or housing application, or even your college admission.

HB 381 requires businesses to notify the Attorney General’s office of data breaches to better inform the Department of Justice’s Fraud & Consumer Protection Division, the entity responsible for the enforcement of consumer protection laws in Delaware.

Together these bills give Delawareans some of the strongest data privacy protections in the nation. I’d like to take a moment to thank Rep. Griffith for her work in getting these bills over the finish line. In a rapidly shifting online landscape, some of these protections may seem abstract- but we are working to continue to get ahead of potential data privacy issues before they harm Delawareans.

I’d also like to thank Attorney General Kathy Jennings and her team at the Department of Justice, Sen. Marie Pinkney, and everyone who had a hand in bringing these protections to our state.

Last session, we made real progress addressing the issues that came out of last summer’s property tax reassessment. But we also promised that the work wouldn’t stop there, and yesterday we took the next step.

Our Property Assessment Working Group met for the first time to begin looking into deeper, longer-term fixes to our property tax and reassessment systems, not just to prevent what happened last summer from happening again, but to make the entire process more fair and equitable for everyone going forward.

Created through HCR 150, our will meet regularly over the next several months to examine how property assessments are conducted in Delaware, identify areas for improvement, and develop recommendations for reform. Ultimately, we’ll bring those recommendations to the full 154th General Assembly through legislation.

We're assembling a great group of lawmakers, local officials, tax policy experts, residents, and business owners, and I'm looking forward to continuing this important work with them.

On this day in 1920, the 19th Amendment was officially added to the U.S. Constitution, guaranteeing women the right to vote.

On Women's Equality Day, we honor everyone who fought, often for decades, to win the freedoms and rights women hold today. I'm proud to have spent my career fighting for women's equality, and I know there's still meaningful work ahead to achieve true gender equality for all.
