The Muscatine Humane Society operates as an animal shelter and a city pound for stray animals as well as owner surrendered animals in our community and surrounding areas. Our mission is to educate the public about the importance of and dire necessity to spay and neuter their pets, to prevent the needless suffering that follows overpopulation. Concurrently, the Society provides a safe haven for los

🚨 FRIENDLY IOWA LAW REMINDER 🚨

With the weather changing, it’s a good time to remind everyone about something incredibly important: It is 100% illegal in the state of Iowa to abandon a pet or just "throw a cat outside" to fend for itself.

Under Iowa Code Section 717B.8, animal abandonment is a crime.

Dropping a pet off on a random road, leaving them behind when you move, or just turning a domestic cat into an "outdoor cat" carries real legal consequences:

Simple Misdemeanor:

If the animal isn't hurt, it still carries fines up to $855 and potential jail time.

Serious or Aggravated Misdemeanor:

If the abandonment leads to injury or death (including from starvation, dehydration, or predators), the penalties jump significantly with heavy fines and up to 1–2 years of confinement.

And let's talk about accountability:

If that animal was adopted from a shelter or rescue, or if they are microchipped, it is incredibly easy to trace them right back to the owner.

Microchips don't just help lost pets get home—they also provide definitive proof of ownership if an animal is dumped.

Plus, bypassing a rescue's return policy to abandon a pet violates legal adoption contracts.

Domesticated pets do not have the instincts to "just figure it out" in the wild. They rely on us completely.

If you or someone you know is struggling to care for a pet, please reach out to local rescues, foster groups, or shelters.

There are resources, people who want to help, and safe, legal ways to surrender an animal.

Let’s look out for our furry neighbors! 🐾

❤️ Please feel free to share to help spread the word.
