Candidate Once Arrested For Murder, Not To Advance In Stockton City Council Elections
Despite swinging for the fences, Shelly B. Hollis aka “The Quail Lakes Slugger”, comes in dead last in Stockton’s District 1 race. Both he and his cousin Tamika Smalls ran to challenge incumbent Michelle Padilla, who came in 1st place.
While Smalls ran a clean campaign, Shelly spent the last year berating and threatening Padilla and her supporters. Shelly brands himself a “creative director” and “social media expert” on Linkdin, but his online rants about conspiracy theories only amounted to 2% support on Election Day.
This is not Shelly’s first unsuccessful race, nor his first controversy. He has been embroiled in several drama filled episodes including lawsuits for not delivering work he was paid for, closed businesses, and an arrest for the homicide of an unarmed man.
For unexplained reasons, the former district attorney Phillips did not prosecute him, leaving many to wonder if his connection to the NAACP at the time played a role. We have requested a copy of the arrest report, but thanks to Governor Newsom, the public is not able to see those records anymore.
In previous conversation with our CEO, Motec Sanchez, whom Shelly requested to interview as a community leader, Shelly detailed that he had gotten into an online argument with the Indian victim and rage baited him into meeting him at the apartment of a girl they were arguing over, where the unarmed man was attacked by Shelly who was armed.
Because the former DA did not pursue the charges SPD arrested him for, Shelly is able to run for office.
According to sources, the new metal detectors outside of City Hall chambers were put there after Shelly threatened the mayor and city councilmembers during a city council meeting he was leaving during a disturbance caused by Steve Sievers whom he accompanied. They were upset former city manager Harry Black was being let go. Just like he’s upset at us and other elected officials who supported his cousin Jason Lee for office, which he never discloses in all of his conspiracy rants.
Be careful not to upset him. He’s a real killer.

COMMUNITY ALERT 🦠
Public Health Confirms Measles Wastewater Detection in Merced
The Merced County Department of Public Health (MCDPH) is reporting the detection of the measles virus in local wastewater from the Merced Wastewater Treatment Plan during routine surveillance. To date, no confirmed clinical case of measles has been identified or confirmed in the community.
What You Need to Know About Measles
Measles spreads easily through the air when an infected person breathes, talks, coughs, or sneezes. The infected person can spread the disease up to four days before a measles rash appears, and up to four days after the rash appears.
Symptoms
Early symptoms of measles can include:
* Fever
* Cough
* Runny nose
* Conjunctivitis (red, watery eyes)
Measles Prevention
Measles is preventable with two doses of the measles, mumps, and rubella (MMR) vaccine, typically given during childhood. Adults need at least one dose of the MMR vaccine after age one.
* Individuals born before 1957 or who had measles as a child are considered immune.
* Anyone born between 1957 and 1967 who is unsure which measles vaccine they received should get at least one dose of the MMR vaccine.
For individuals traveling internationally or in the US where measles is circulating, CDC recommends:
* Infants 6 to 11 months old need one dose of the MMR vaccine.
* Children 12 months and older need two doses of the MMR vaccine.
To obtain the measles vaccination, call your healthcare provider or the Merced County Department of Public Health Clinic at (209) 381-1023 to ensure protection.
Measles Exposure Guidance
MCDPH encourages residents to confirm their measles vaccination status with their healthcare provider or by visiting: https://myvaccinerecord.cdph.ca.gov/ to access their digital vaccine record. If you suspect that you have been exposed to measles, please isolate and contact your healthcare provider immediately.

Did you know most of the 209 is not part of California’s 31 million acres of forest? 🌲
🌲 Grasslands, wetlands, shrublands, and desert ecosystems are all part of the picture. In California, these are all “forests,” and they all require science-based management and care.
CAL FIRE protects more than 31 million acres of California’s diverse wildlands. That includes the dense timber forests most people picture, but it also includes every other landscape that shapes fire behavior and community safety across the state.
🌎 This World Environment Day, we’re celebrating the full variety of California’s forests. Forest health is the foundation of everything we do.

Would you let your child ride this in traffic next to a pickup truck?
Per CHP:
“Recently, Officer Enriquez observed a teenager riding this pocket bike on Winton Way and conducted an enforcement stop. During the contact, Officer Enriquez explained why these vehicles are not legal to operate on public roadways. The rider’s father responded to the scene and took possession of the pocket bike.
Pocket bikes may look like miniature motorcycles, but they are difficult for other drivers to see and offer little protection in a collision. When operated alongside cars, trucks, and SUVs, the risk of serious injury increases significantly.
Pocket bikes may only be operated on private property. This type of vehicle found operating on public roadways can be impounded and held for up to 48 hours.
Parents, did you know pocket bikes are not legal to operate on public roadways in California?“ #209
Controversial City Councilmember Looks Worried As Support Drops
In 2022, Brando Villapudua was elected in the primary election with 70% of the vote. Four years later on election night for the 2026 Primary, Brando’s initial numbers show that support has tanked to just 38%.
If you’ve been following our reporting on Brando it’s actually amazing and concerning that he even got the 38%.
Since his term in office, Brando has been the subject of controversy after controversy. Here is a short list:
- Being accused by a family member of s****lly assaulting them.
- Responding to the allegation with a “letter from Stockton police” stating they never investigated him for such an allegation, despite the fact the document we published was from Lodi Police because that’s where the crimes allegedly occurred.
- Conspiring with his brother Carlos Villapudua and his District Director Xochitl Paderes to commit perjury and file a restraining order against Motecuzoma Sanchez in an attempt to suppress 209 Times from reporting on them. That restraining order was denied when Sanchez proved Brando was lying in court.
- Flipping off the public during a live City Council meeting.
- Messing up the pledge of allegiance at the State of the City.
- Having an ex girlfriend file a restraining order against him, which was denied after she contacted him to taunt him.
- Reported to police for allegedly assaulting a senior citizen at The Ave bar.
- Admitting to aiding Xochitl Paderes in embezzlement in another lawsuit.
- Ur*mating in public behind The Black Rabbit bar where he frequents because he’s friends with the owners.
The list goes on.
209 Times has obtained video of his watch party on election night. Brando looks like he wants to cry alongside his brother Carlos, a former Assemblymember who also lost his election for State Senate after trying to run an okie doke scam on the public with his wife switching last minute to run for his Assembly seat. Both lost.
Carlos (looking sucked up) gives a desperate plea to the nearly empty room while thanking former Stockton mayor Anthony Silva for his support and helping Brando campaign.
More vote results are expected today

Assistant US Attorney Bill Esaayli Announces Investigation Into California Elections 🗳️
via
Reminder: San Joaquin County Registrar Olivia Hale failed to catch election fraud after a Lodi City Councilman had 70+ people registered at his home, some who were in Pakistan. The Sheriff’s Office found the fraud by accident. There are also Stockton City Councilmembers and candidates who do not even live in their districts or the city of Stockton.
Governor Newsom himself, has publicly stated he has a “break the glass” trick up his sleeve to ensure a Republican candidate could not be elected governor of California because he’s a Democrat.
“Protecting the integrity of California’s elections is a top priority for my office.
California’s election system has serious structural vulnerabilities. Universal vote-by-mail with no voter ID requirements creates conditions where fraud can go undetected and unpunished, eroding public confidence.
Without commenting on any specific investigation, my office has multiple election fraud investigations underway in coordination with FBILosAngeles. We will follow the evidence wherever it leads and prosecute any violations of federal election law to the fullest extent.
My office is also working closely with AAGDhillon to conduct a comprehensive audit of California’s voter rolls. The state has stonewalled every effort to verify that only eligible U.S. citizens are registered to vote. This case is now before the Ninth Circuit Court of Appeal.
My office will not look the other way. We will investigate and prosecute. Every legal vote deserves to be counted. Every illegal vote cancels one out.”
Do you trust California’s election process?

Dameron Hospital Celebrates Improved ER Response Times 🏥
If you’ve ever sat in an emergency room wondering how long it will take to see a doctor, Dameron Hospital wants you to know something:
Most Emergency Room patients are now triaged by a nurse in under 10’minutes , and seen by a provider within 30 minutes.
In recent years Dameron has made major improvements to the hospital. One of the biggest ones is patient wait times in the emergency room. For Chief Nursing Officer Cassandra Lacondeguy, that’s more than a statistic. It’s a reflection of a philosophy that every patient deserves prompt attention, clear communication, and compassionate care from the moment they walk through the door.
“We’ve worked hard to make sure patients are seen by a physician quickly and moved into a bed without unnecessary waiting because we know that time matters and so does your peace of mind,” said Lacondeguy.
Anyone who has faced a medical emergency knows the feeling. You’re worried. Your family is worried. You want answers. You want help. Most of all, you want to know someone is paying attention. That’s why Dameron’s commitment goes beyond getting patients through the door quickly.
Hospital leaders conduct daily rounds, personally checking in with patients and families to make sure questions are answered, concerns are addressed, and needs are being met in real time.
For Lacondeguy, accountability is personal. “I give patients and their families my own cell phone number,” she said. “If a question, concern, or comment comes up, I want it addressed right away, not lost in a process. You should never feel like you don’t have someone to turn to.”
Think about that for a moment. In a world where reaching the right person can sometimes feel impossible, Dameron’s Chief Nursing Officer is giving patients and families direct access to her when they need help.
That level of accessibility speaks volumes about the culture Dameron hospital is working to build. “At the end of the day, this is about treating every patient and family the way I’d want my own loved ones cared for,” said Lacondeguy. “Promptly, attentively, and with genuine compassion.”
Healthcare is about more than medicine. It’s about trust. It’s about knowing that when something unexpected happens, there are people ready to step forward and help.
For Stockton-area residents, Dameron Hospital’s Emergency Department is open 24 hours a day, seven days a week, with most patients being seen within 30 minutes and a team committed to providing care when it matters most.
Because when an emergency happens, the last thing patients should worry about is whether anyone sees them. At Dameron Hospital, that’s exactly why they’ve made it a priority to see most patients in under 30 minutes. 🫶🏼 Dameron.Hospital
