“Little Havana has become a dumping ground”: In addition to being a corrupt racist wifebeating bully, Miami Commissioner Joe Carollo also sucks at his job. The streets of Miami’s historic neighborhood — in Carollo’s district — are covered in trash!

“Little Havana has just become a dumping ground for people,” Executive Director of the Dade Heritage Trust Christine Rupp told Local 10’s Louis Aguirre back when the Don’t Trash Our Treasure franchise launched in 2021.

And it hasn’t gotten any better.

“There’s a lot of street litter and unfortunately this area has been neglected when it comes to street sweeping, and maintenance and having enough trash cans, and making sure those trash cans aren’t overflowing,” Program Director of Debris Free Oceans Maddie Kauffman says.

Little Havana may be over 4 miles from Biscayne Bay, but you can see its environmental footprint every time it rains, when all that street trash gets swept up into the stormwater system then outflows into the Miami River, that then dumps it into Biscayne Bay.

Healthy Little Havana Program Director Raissa Fernandez says, “(It’s) shocking to think that a neighborhood in the city of Miami still has this situation.”

Carollo refused to do an interview, but a spokesperson sent this statement:

“This is more of the same bias that you and Channel 10 have against me. You well know that this so called “resident” that you are speaking to is one that is connected to Ball and Chain, and that this is just another hit piece against me. Don’t any of the other districts have illegal dumping, only District 3? Every day my office sends four to six people out into the District looking for illegal dumping. In addition, we have a crew of six employees assigned to my office from Solid Waste that go out every day to pick up illegal dumping. I have worked harder than any commissioner to combat illegal dumping and to create more effective laws against it, along with presenting resolutions to provide the budget with more Solid Waste inspectors.”

: Miami Mafia loses in court AGAIN — could cost city $114 million!

According to the Miami Herald, Miami-Dade Circuit Judge Thomas Rebull ruled the City of Miami’s 15% parking surcharge UNCONSTITUTIONAL, finding that incompetent and corrupt city attorney/mob lawyer “Tricky” Vicky Mendez wrongly interpreted state law in order to justify the “illegally imposed and collected” tax.

In his ruling, Rebull found EVERY ONE of the city’s arguments flawed: “Simply put, [the] Plaintiffs’ interpretation of the parking surcharge statute is a fair reading of its text,” Rebull wrote. “The City’s interpretations are not.”

The Herald writes: “That’s only one expensive blow facing the city after a judge ruled a long-controversial parking surcharge. Next up, the city faces an injunction seeking to block it from continuing to collect the fee at government-owned parking lots, garages and other facilities. If the judge grants the request, which appears likely in light of his ruling on the legal meaning of the statute, the attorneys hope to win class-action certification for people who have used the lots. That would open the door to collecting tax refunds totaling more than $114 million since November 2018, according to the plaintiffs’ attorneys. That cutoff date is based on a five-year statute of limitations. Unless the city wins on appeal, the plan would be to use credit card receipts or sworn statements from cash users to determine how to divvy up the refunds.”

: Little Havana businessmen and Ball & Chain owners, William Fuller and Martin Pinilla, who won a $63.5 million federal civil corruption judgement against Miami Commissioner Joe Carollo for depriving them of their First Amendment free speech rights by weaponizing city government against their properties for political revenge, just filed in county court a “Complaint for Declaration Removing Joe Carollo as a Commissioner of the City of Miami” for violating the U.S. Constitution and the City Charter’s “Citizens’ Bill of Rights”

“Plaintiffs hereby file this action,” the complaint reads, “against the City of Miami and Joe Carollo demanding a declaration, pursuant to the Miami City Charter, that Joe Carollo, as a ‘public official’ who has been found ‘by the court to have willfully violated’ the Citizens’ Bill of Rights, must immediately ‘forfeit his or her office or employment.’

: COVER-UP COWBOYS! Miami Police Department has 4,061 public records about purchases they’ve made from the office furniture company of city manager Art Noriega’s wife — that taxpayers have (over)paid MILLIONS of dollars to since he started working at the city — and wants $2,852 to turn them over. What are they hiding? Not aliens at Bayside.

Más Miami Mafia Mi**da: According to partial records already provided by the city, Miami City Manager Art Noriega has paid over $440,000 in taxpayer money to his wife Michelle Pradere-Noriega’s company for city government office furniture since he became manager in 2020.

According to partial records already provided by the Miami Parking Authority, Noriega spent $1.6 million in taxpayer money at his then future wife Michelle Pradere-Noriega’s overpriced furniture company from 2009 to 2012, when he headed the city’s parking authority.

MPA records custodian Chantal Gonzalez says they are missing 16 years of records — from 2000 to 2008 and 2013 to 2021 (the Noriega’s were married around 2014). Most of the $1,572,296.99 total, including one purchase order for $625,000, was paid by checks signed by Art Noriega himself.

All these contracts with Michelle Pradere-Noriega’s company, Hialeah-based Pradere Manufacturing, were NO BID deals, despite city code requiring purchases above $25,000 be open to bidding. City code also says that all contracts over $50,000 “must be approved by the city commission upon recommendation by the city manager.” No votes were ever taken.
