Microsoft shipped something enterprises have been waiting for.

At Build 2026, the company released the Agent Control Specification (ACS), an open standard that defines what an AI agent is allowed to do, what it cannot do, when a human must step in, and what gets logged for audit.

Until now, teams were improvising. System prompts here. Custom checks there. Classifiers bolted on after the fact. The result: fragmented controls that are nearly impossible to audit or reuse across different frameworks and environments.

ACS changes that by making governance portable. Policies travel with the agent across frameworks, platforms, and runtimes, not locked into any single vendor's stack.

But here is the uncomfortable question this raises:
Governance policies are only as reliable as the data behind them. You can define what an agent should do. If the data feeding it is inconsistent, undocumented, or ungoverned, the policies become theater.

This is exactly the gap BIX Tech has been measuring in the market. And the numbers are sharper than most companies expect.
