It’s been just over a week since Madison police officer Kiel Peterson executed Corey Ruiz. We recognize this pattern of systematic and institutionalized violence as parallel to the situation in Gaza and the West Bank. We know that US police departments exchange information, technology, and training with the Israeli army. We are tired of writing statements, tired of the endless stream of Black, brown and Palestinian death. Six hundred retired Israeli generals just warned Trump: something coming could be worse than October 7. On July 27, 2026, a day before Netanyahu’s White House visit, ~600 former IDF, Shin Bet, Mossad, and police officials wrote that “Jewish settler terror” in the West Bank is escalating so fast it could be “more catastrophic than October 7.” Their letter was blunt: “members of our government are responsible for much of this chaos, in part by granting [settlers] immunity from the law.” This isn’t new. The settler movement was founded in 1974 by Gush Emunim, to defy a government it saw as too weak on occupied land. In 1995, one of its descendants, Yigal Amir, assassinated PM Yitzhak Rabin over Oslo, after West Bank rabbis debated whether Jewish law justified killing him. Settlers have since turned on Israel’s own forces: 220+ hurt, including Border Police, when police tried demolishing the illegal Amona outpost in 2006. In June 2025, settlers attacked IDF soldiers with stones and vehicles at Kafr Malik, assaulting a battalion commander. That movement now runs part of the government it once fought. Finance Minister Bezalel Smotrich, living in a house illegally built beyond his own settlement, wants to annex 82% of the West Bank and wrote a “Decisive Plan” saying Palestinians must choose “subjugation, emigration, or death.” National Security Minister Itamar Ben-Gvir, who controls police, has eight convictions, including for supporting Kach, banned for racism in 1988, outlawed as terrorist in 1994. The UN recorded 1,828 settler attacks in 2025, the highest daily rate since 2006. A Guardian analysis found 96% of police probes into settler violence end without indictment. One year ago, Awdah Hthaleen—a beloved English teacher, father, and advocate for peace from the Palestinian Bedouin village of Umm al Kheir—was killed. He was our friend. We had invited Awda to speak to Congress and we helped him get his US visa.

Awda was courageous, kind, and committed to justice and nonviolence. He believed that every Palestinian village deserves to live in safety and dignity.

In recent days, violence by settler militias, enabled by the Israeli army, has escalated across the West Bank, including the torching of Palestinian property, forced expulsion of communities, and loss of life.
