County Supervisor Joe Simitian is holding a public meeting to provide an update on the Lehigh Southwest Cement Plant & Permanente Quarry.

COUNTY TO PRODUCE A 10-YEAR RECORD OF VIOLATIONS AT LEHIGH
With unanimous support of the Santa Clara County Board of Supervisors, Supervisor Simitian has requested a complete record of Lehigh’s violations across numerous agencies spanning a decade in order “to ensure increased transparency and accountability at the site.” According to Simitian’s January 25, 2022 Board Referral, “This referral is designed to provide additional transparency, and to help clarify whether Lehigh’s various violations, taken as a whole, constitute the basis for further regulatory and/or legal action.” The report is expected to be available this May.

During Item 11 on this agenda, the City Council will discuss Lehigh Cement Plant and Quarry and what potential action the City can take in the ongoing debate regarding Lehigh. The Santa Clara County Medical Association recently stated their concerns around Lehigh’s health impacts in their detailed and researched letter to the Santa Clara County Board of Supervisors: “the proposed Reclamation Plan Amendment poses serious health and safety risks to the community due to the extra 666 daily truck trips required to place outside fill into the quarry pit. Such activity over 30 years will lead to excess deaths and disability due to cancer, lung and cardiovascular disease, as well as heightened risk from traffic accidents.”

Join Bay Area for Clean Environment (BACE) in urging that the Santa Clara County Board of Supervisors:
(1) Transition Away from Burning of Coal and Petroleum-coke in Santa Clara County, and
(2) Deny the 2019 Permanente Quarry Amended Reclamation Plan.
Santa Clara County could greatly cut greenhouse gas (GHG) emissions from stationary sources if coal and petroleum-coke burning industries transition by 2030 to technologies that do not emit greenhouse gases. The largest single source GHG polluter in Santa Clara County is Lehigh Southwest Cement Company (Lehigh), which uses petroleum-coke as a fuel source to manufacture cement, releasing nearly a million metric tons of GHG emissions per year based on its 2016 reported emissions.
