# # Understanding FOIA and FOIL: History, Purpose, and Why They Matter
Many people have heard the terms “FOIA” or “FOIL,” but few truly understand what they are, how they started, or how they may benefit individuals seeking government records and administrative transparency.
# # # What Is FOIA?
FOIA stands for the Freedom of Information Act.
The Freedom of Information Act was signed into law in 1966 by President Lyndon B. Johnson and officially became effective on July 4, 1967.
The purpose of FOIA was to give the public the right to request access to records from federal government agencies.
Before FOIA, many government records were difficult or nearly impossible for the average citizen to obtain.
FOIA helped establish a system where individuals could request records, documents, communications, policies, and administrative files from federal agencies unless those records were protected under specific exemptions.
# # # What Is FOIL?
FOIL stands for the Freedom of Information Law.
While FOIA applies to federal agencies, FOIL is generally used at the state level, particularly in states such as New York.
In simple terms:
* FOIA = Federal Government Records
* FOIL = State Government Records
Both laws were created to promote transparency, accountability, and public access to government information.
# # # What Does FOIA/FOIL Allow Individuals To Request?
Depending on the agency and circumstances, individuals may request:
* Administrative records
* Internal communications
* Policies and procedures
* Case activity records
* Agency manuals
* Historical documents
* Enforcement records
* Correspondence
* Investigation-related documents (subject to exemptions)
* IRS administrative records in certain situations
# # # Why Is FOIA Important?
FOIA helps create transparency between government agencies and the public.
For many individuals, FOIA requests may help them:
* Better understand agency actions
* Review procedural timelines
* Obtain records related to their matter
* Clarify administrative activity
* Gather documentation for appeals or legal proceedings
* Verify what records agencies maintain
# # # How Can Taxpayers Benefit?
In the IRS administrative world, some individuals use FOIA requests to better understand:
* Collection activity
* Administrative procedures
* Internal account actions
* Notices issued
* Communication history
* Certain records connected to their case
FOIA does not automatically stop collection activity or guarantee relief, but it may provide valuable documentation and insight into administrative processes.
# # # Final Thoughts
FOIA and FOIL were created to support government transparency and public access to information.
Understanding how these laws work may help individuals become more informed, organized, and prepared when dealing with administrative matters.
That’s one reason IRS Response Pro™ continues building educational content around:
✔ FOIA procedures
✔ IRS administrative processes
✔ Due process education
✔ Tax Court timelines
✔ Transcript analysis

One thing many taxpayers never see…
Behind every IRS notice is an administrative process.
Timelines.
Codes.
Procedures.
Documentation.
Internal actions.
That’s why transcripts and administrative records matter.
Understanding the process may help people make better decisions before situations escalate further.
The goal of IRS Response Pro™ is education, organization, and understanding the administrative side of IRS matters.

People from different states are subscribing, reading articles, and engaging in conversations around:
✔ FOIA requests

✔ Tax Court timelines
This shows something important:
People are searching for answers before they’re searching for representation.
Education matters.

Most people panic the moment certified mail from the IRS arrives.
But many times, the first step should be understanding the situation before reacting emotionally.
Questions matter:
* What tax years are involved?
* What notices were issued?
* Are penalties involved?
* Were all tax returns filed?
* What do the transcripts actually show?
* Are collection timelines active?
This is why I continue posting educational IRS content instead of just advertisements.
Knowledge first.
Then strategy.

One thing I’m learning while building IRS Response Pro™…
A lot of people are not looking for “sales.”
They’re looking for understanding.
Many taxpayers simply want someone to explain:
* What the IRS notices mean
* Why penalties continue growing
* What transcript codes are saying
* Whether they still have options
That’s why education matters.
The IRS Response Pro™ Knowledge Blog continues growing, and I appreciate everyone stopping by, subscribing, and joining the conversations.
