It begins with a vision. Clay County leaders are stepping up, leading forward, and creating a new future of recovery. This community didn't just accept negative media and despair. Stepping up in solidarity, community leaders joined, supported by a robust public participation process, to chart a new path and a new future. A part of this process includes a project to create new public spaces on Bridge Street, along with the development of a new business and entertainment district. Manchester is on the move!

Whitesburg Wastewater Treatment Plant (Letcher County)
Received – $2 million to replace and upgrade critical infrastructure serving nearly 1,000 households and 156 businesses.
The funding comes from the Abandoned Mine Land Economic Revitalization Program, which is designed to support education, health care, infrastructure, and tourism in coal-impacted communities.
