TRUTH: READ THE BILL:
SB 727 perfected after subbed on the floor.
MY ADVICE: Download the bill and do a word search. Look up the word "Department" which also means DESE. The "DEPARTMENT" when referencing DESE is used well over 125 times. Read that again…this bill notes the State Department of Education over 125 times. That is NOT getting the government out of our schools.
YOU WILL BE TOLD: "Some of that is old language". That is true, but DESE will still Lord over all the new language with the same roles given in the old. As the lobbyists and politicians walk out bigger and more grand schemes with “school choice” this concept will grow through incrementalism until they full capture private and homeschools and make them accountable to the government model that has failed the system that so many children are trying to escape in order to receive a full education.
ASK THE QUESTION: Why is DESE (The Missouri Department of Elementary and Secondary Education) allowed to “promulgate” rules AFTER THIS BILL BECOMES THE LAW. If this is truly about smaller government and getting the government out of our schools, why would our politicians blindly allow DESE to write the rules AFTER this leaves the capital with no power to help guide that while still in their hands? This bill only expands DESE’s role in defining and “guiding” what school choice looks like in MO. That is not truly school choice. That is expanding all reach over every kind of school in MO.
If you find that DESE has extended their power too far, what do you do? Well, you sue the state? Will you go up against their unlimited and deep pockets of the State and risk what the courts will say and do. How many of you have a million dollars? It will cost you everything and years to fight it. WHY NOT FIX IT NOW!!!!
ASK THIS QUESTION: Why does this bill take home schools out of two small sections of the statute, and now bring ALL homeschools under the STATE LAW when it comes to all schools. This is new and does NOT appear this way in old statute. FOR THE PURPOSE OF STATE LAW IS ONE OF THE CONCERNS.
YOU WILL BE TOLD: This bill only impacts those who take the money.
That is not true. If so, why does it not say that in the bill. Why not use real language, in simple terms, and say that if that were true?
YOU WILL BE TOLD: “The money is donated money via tax credits. It is not costing the state.”
YOU ASK THIS: Can we afford this? Why is the fiscal note almost half a billion dollars with that # expected to reach $800 MILLION in the first year. If the money all comes from “tax credits” why does it cost the state so much?

ASK THIS QUESTION: Why was there only a public hearing on a 12 page bill that did not mention anything about homeschools?

Yet, when Senator Andrew Koenig brought it to the senate floor Democrats admitted they had been working with Andrew for weeks on compromises, and thanked him for his willing to include them in negotiations. NO PUBLIC COMMENT WAS EVER HELD ON THE SUBBED VERSION OF THE BILL THAT MADE ALL INCLUSIONS OF HOMESCHOOLS. SHAME ON SENATOR ANDREW KOENIG FOR SUCH GROSS DECEPTION.
Also, Senator Curtis Trent in a dialogue with Senator Jill Carter on the floor was offended that she was trying to add an amendment to SB 727 because the bill had been “carefully and skillfully negotiated” his exact words. He was talking about negotiating with the democrats. BUT, the conservative faction of the the Republican party had not seen it until that night it was brought to the floor. Scrambling trying to read a bill that went from 12 pages to 153 pages was impossible. THEY were not part of the negotiations. Clearly, undermining senators with an agenda knew what was to be included because they had tried something similar last year. Why not allow the public to be part of the process which is what should have happened? At the first opportunity Senator Andrew Koenig closed the bill and “perfected” that night. No time to review the bill. NO time to get public input. NO time to understand the implications. A blind vote. A blind vote that the democrats cheered for and thanked Senator Koenig profusely for bringing to them to reach consensus and “compromise”.
ASK THIS QUESTION: In Missouri we have a super majority of Republicans and a Republican Governor. Why are we ‘negotiating’ anything when we have the power?
ASK THIS QUESTION: IS THIS VERSION OF SCHOOL CHOICE AND VOUCHERS (also called ESAs meaning education savings accounts) a PONZI SCHEME.
NOTE: Missouri Lobbyists know how devastating the voucher program in other states is doing and how it is wreaking havoc on state budgets. So…in MO they won’t call them vouchers because you will do the research on vouchers and understand that it is bad. SO, they are rebranding. Just know that they are the same thing.
#1 THING TO KNOW HERE: “EAOs” are not for profits. In order to receive “scholarship” funds from a certain Educational Assistance Organization they can write their own requirements for students and their own rules to apply. There are no limits in the law on what that looks like.
ALL OVER THE COUNTRY THE BIG MONEY LOBBYISTS ARE TARGETING REPUBLICANS WHO UNDERSTAND THE DANGER WITH THESE VOUCHER BILLS:
KNOW: SB 727 IS a voucher. But, the word “voucher” is toxic all over the country as people and communities have stories to tell and can show you what these vouchers are doing to ruin education in their communities and the state. That is why Missouri won’t call them vouchers.
YOU WILL BE TOLD: These are private funds going to private organizations so the state should have no say.
YOU RESPOND WITH THIS: When “donations’ laundered through the state treasurer’s office and DESE can write/promulgate the rules on who qualifies and decide how to apply the definition of choice to schools with an education omnibus the money is government money. PERIOD.
ASK THIS: Why do EAOs (which are private and not for profit organizations) get a commission of these funds?
ASK THIS: Since EAOs are taking public funds can they be sunshined or any part of their organization by sunshines since they are considered “private”?
ASK THIS: The bill only allows for tax credits of $75 million. Why does the fiscal note say this will cost the state over $467,000,000? If this is not “public money” why is it costing tax payers so much?
ASK THIS: Why would the state allow these funds to be given to an EAO without public reach to see how funds are spent and if those EAOs have crazy requirements for scholarship recipients that are not Constitutional? We will never know because EAOs are private.
BIG ONE…ASK THIS: Why does the law allow for private EAOs to contract with “PRIVATE FINANCIAL MANAGEMENT FIRMS”? Who are they? What happens to funds that are captured by said “management”? Where are the rules or laws or why are there not guardrails in the law (this bill) on who they are and if there are conflicts of interests. The public can sunshine nothing here. No one knows what this looks like and will never know.
EXAMPLE: Just say a private donor for tax credits puts his/her own money into an EAO that he/she controls and said donor captures commission from his own tax credit with the EAO that he runs and then contracts to his own hedge fund or index fund to use funds directed for the voucher. In 2021 the voucher amount allowed was $25 million. This bill is $75 million. Will the next bill triple again, putting the amount closer to a quarter of a billion and keep going up?
The commissions for the state treasurer, EAOs, and the allowance of profits of private financial management firms handling the tax credit scholarship moneys pose significant problems. The bill should enumerate guidelines and safeguards that would should be learning are needed from other states much further into this than we are. But, we are not. Why?
SB 727 WILL REQUIRE FUNDING MATCHES FROM LOCAL SCHOOL DISTRICTS FOR A “HOME LITERACY PROGRAM”. WHAT IS THAT?
Stick with me here. CONNECTING THE KOCH/AFP DOTS AND WHERE THE KOCH MONEY LEADS:
One of the most ardent lobbyists organizations pushing UNIVERSAL SCHOOL CHOICE (like universal healthcare) is AMERICANS FOR PROSPERITY. We will talk more about that below. But, for now know this is funded by the Koch Empire.
The Koch Empire also helps to fund something called 4.0 Schools:

QUESTION #1: Will DESE require each school to be a part of this program or lose accreditation points that only DESE can give as part of the rules they will be “promulgating”? If yes, schools will have to fund this with a matching grant from the state. It is a hook. Today there is matching funds, but will this cost be passed on to each public school and then required to continue when the state pulls this funding since DESE can make it part of their rules since it will be part of statute?
QUESTION #2: “IF THE PROGRAM IS PROVIDED BY A NONPROFIT ORGANIZATION”? Being that this is a Democrat bill and priority added here, it is a good question as to which nonprofits will be providing said books?

But, with DESE in charge of that, and knowing this is a Democrat priority, and knowing how rabid the paid lobbyists for Americans for Prosperity are for this bill, the bill should protect form organizations like this one from having any part of this program if the bill were to pass.

Let’s take a look at these two AFP Guys and how they attack anyone who dare step outside the bounds in the MO Legislature. Last year a freshman rep. did his research and was a not vote on UNIVERSAL SCHOOL CHOICE. When pitched as it was “parental choice” who would not sign on to that commitment of supporting parents. BUT…when Rep. Lonsdale dare do research and have a differing opinion this is what happened…

NOTABLE: THAT THE MAIN LOBBYIST FOR AFP ADMITS HE WON’T TAKE THE MONEY FOR HIS HOMESCHOOL FAMILY.
And then you will see scattered little AFP parrots who have no idea how to argue facts. They just keep using talking points while name calling. Here is one of the notables. She is a good little parrot, but she just appears to sit on social media all day in an effort to bully or corner anyone who has questions about SB 727.
Bless her heart. She tries. She is with Americans For Prosperity. She refers to anyone who objects to SB 727 as the “Westboro Baptist”. This is a backhanded way to mock Christians who have legitimate concerns about SB 727. Not shocking understanding how many WOKE organizations AFP Founders’ the Koch Foundation have become. ASK THIS QUESTION: Why does this bill take home schools out of two small sections of the statute, and now bring ALL homeschools under the STATE LAW when it comes to all schools. This is new and does NOT appear this way in old statute. FOR THE PURPOSE OF STATE LAW IS ONE OF THE CONCERNS.
YOU WILL BE TOLD: This bill only impacts those who take the money.
That is not true. If so, why does it not say that in the bill. Why not use real language, in simple terms, and say that if that were true?
YOU WILL BE TOLD: “The money is donated money via tax credits. It is not costing the state.”
YOU ASK THIS: Can we afford this? Why is the fiscal note almost half a billion dollars with that # expected to reach $800 MILLION in the first year. If the money all comes from “tax credits” why does it cost the state so much?

ASK THIS QUESTION: Why was there only a public hearing on a 12 page bill that did not mention anything about homeschools?

Yet, when Senator Andrew Koenig brought it to the senate floor Democrats admitted they had been working with Andrew for weeks on compromises, and thanked him for his willing to include them in negotiations. NO PUBLIC COMMENT WAS EVER HELD ON THE SUBBED VERSION OF THE BILL THAT MADE ALL INCLUSIONS OF HOMESCHOOLS. SHAME ON SENATOR ANDREW KOENIG FOR SUCH GROSS DECEPTION.
Also, Senator Curtis Trent in a dialogue with Senator Jill Carter on the floor was offended that she was trying to add an amendment to SB 727 because the bill had been “carefully and skillfully negotiated” his exact words. He was talking about negotiating with the democrats. BUT, the conservative faction of the the Republican party had not seen it until that night it was brought to the floor. Scrambling trying to read a bill that went from 12 pages to 153 pages was impossible. THEY were not part of the negotiations. Clearly, undermining senators with an agenda knew what was to be included because they had tried something similar last year. Why not allow the public to be part of the process which is what should have happened? At the first opportunity Senator Andrew Koenig closed the bill and “perfected” that night. No time to review the bill. NO time to get public input. NO time to understand the implications. A blind vote. A blind vote that the democrats cheered for and thanked Senator Koenig profusely for bringing to them to reach consensus and “compromise”.
ASK THIS QUESTION: In Missouri we have a super majority of Republicans and a Republican Governor. Why are we ‘negotiating’ anything when we have the power?
ASK THIS QUESTION: IS THIS VERSION OF SCHOOL CHOICE AND VOUCHERS (also called ESAs meaning education savings accounts) a PONZI SCHEME.
NOTE: Missouri Lobbyists know how devastating the voucher program in other states is doing and how it is wreaking havoc on state budgets. So…in MO they won’t call them vouchers because you will do the research on vouchers and understand that it is bad. SO, they are rebranding. Just know that they are the same thing.
#1 THING TO KNOW HERE: “EAOs” are not for profits. In order to receive “scholarship” funds from a certain Educational Assistance Organization they can write their own requirements for students and their own rules to apply. There are no limits in the law on what that looks like.
ALL OVER THE COUNTRY THE BIG MONEY LOBBYISTS ARE TARGETING REPUBLICANS WHO UNDERSTAND THE DANGER WITH THESE VOUCHER BILLS:
KNOW: SB 727 IS a voucher. But, the word “voucher” is toxic all over the country as people and communities have stories to tell and can show you what these vouchers are doing to ruin education in their communities and the state. That is why Missouri won’t call them vouchers.
YOU WILL BE TOLD: These are private funds going to private organizations so the state should have no say.
YOU RESPOND WITH THIS: When “donations’ laundered through the state treasurer’s office and DESE can write/promulgate the rules on who qualifies and decide how to apply the definition of choice to schools with an education omnibus the money is government money. PERIOD.
ASK THIS: Why do EAOs (which are private and not for profit organizations) get a commission of these funds?
ASK THIS: Since EAOs are taking public funds can they be sunshined or any part of their organization by sunshines since they are considered “private”?
ASK THIS: The bill only allows for tax credits of $75 million. Why does the fiscal note say this will cost the state over $467,000,000? If this is not “public money” why is it costing tax payers so much?
ASK THIS: Why would the state allow these funds to be given to an EAO without public reach to see how funds are spent and if those EAOs have crazy requirements for scholarship recipients that are not Constitutional? We will never know because EAOs are private.
BIG ONE…ASK THIS: Why does the law allow for private EAOs to contract with “PRIVATE FINANCIAL MANAGEMENT FIRMS”? Who are they? What happens to funds that are captured by said “management”? Where are the rules or laws or why are there not guardrails in the law (this bill) on who they are and if there are conflicts of interests. The public can sunshine nothing here. No one knows what this looks like and will never know.
EXAMPLE: Just say a private donor for tax credits puts his/her own money into an EAO that he/she controls and said donor captures commission from his own tax credit with the EAO that he runs and then contracts to his own hedge fund or index fund to use funds directed for the voucher. In 2021 the voucher amount allowed was $25 million. This bill is $75 million. Will the next bill triple again, putting the amount closer to a quarter of a billion and keep going up?
The commissions for the state treasurer, EAOs, and the allowance of profits of private financial management firms handling the tax credit scholarship moneys pose significant problems. The bill should enumerate guidelines and safeguards that would should be learning are needed from other states much further into this than we are. But, we are not. Why?
SB 727 WILL REQUIRE FUNDING MATCHES FROM LOCAL SCHOOL DISTRICTS FOR A “HOME LITERACY PROGRAM”. WHAT IS THAT?
Stick with me here. CONNECTING THE KOCH/AFP DOTS AND WHERE THE KOCH MONEY LEADS:
One of the most ardent lobbyists organizations pushing UNIVERSAL SCHOOL CHOICE (like universal healthcare) is AMERICANS FOR PROSPERITY. We will talk more about that below. But, for now know this is funded by the Koch Empire.

QUESTION #1: Will DESE require each school to be a part of this program or lose accreditation points that only DESE can give as part of the rules they will be “promulgating”? If yes, schools will have to fund this with a matching grant from the state. It is a hook. Today there is matching funds, but will this cost be passed on to each public school and then required to continue when the state pulls this funding since DESE can make it part of their rules since it will be part of statute?
QUESTION #2: “IF THE PROGRAM IS PROVIDED BY A NONPROFIT ORGANIZATION”? Being that this is a Democrat bill and priority added here, it is a good question as to which nonprofits will be providing said books?

WE don’t not know who will be providing the books for the Home Literacy part of this bill. But, with DESE in charge of that, and knowing this is a Democrat priority, and knowing how rabid the paid lobbyists for Americans for Prosperity are for this bill, the bill should protect form organizations like this one from having any part of this program if the bill were to pass.

She is a good little parrot, but she just appears to sit on social media all day in an effort to bully or corner anyone who has questions about SB 727.
Bless her heart. She tries. She is with Americans For Prosperity. She refers to anyone who objects to SB 727 as the “Westboro Baptist”. This is a backhanded way to mock Christians who have legitimate concerns about SB 727. Not shocking understanding how many WOKE organizations AFP Founders’ the Koch Foundation have become. She is passionate about her fight to homeschool and she dare have an opinion that should be heard for the legitimacy she brings to the table. Rather, she is constantly attacked by men like Rep. Pastor Doug Richey with rhetoric, not facts.
Continuing to go after the only entities telling the truth and blowing the whistle on this UNIVERSAL SCHOOL CHOICE BILL. Pastor Richey is absolutely not telling the truth. NOTE: They all echo the same talking points, but no one can talk hard facts if you ask. They call for a private meeting.

NOTE: Bishop Davidson brought us HB 447 last year. He called it a “HEALTH ED” bill. It was actually a Sexual Health Ed bill. We warned him. We asked him to pull it. He did not care. We have sunshine requested all the documents from the work group that was held last summer and only proves just how right we were. Once DESE “promulgated” the rules and seated the committee, the ugly truth is in all the documents we now have our hands on. That is a separate post like this one. It will blow your mind and it will show you why you cannot trust any of these people since they all voted for it. THEY DO NOT READ THE BILLS.
