Part of the problem is people don't know what the term "redaction" means, they literally want to "black out" information so they rely on the graphic tools they know can do that.

But that's only a cover up, not a redaction. It does not occur to them to search for tools like Redax or Redax Enterprise Server which will give them the results they seek.
