The mission of Keep Lacombe Beautiful is to keep Lacombe free of litter and change the mindset of those who litter. With the help of volunteers and community partners, KLB hosts quarterly litter clean-ups and ongoing beautification projects. Beginning in 2013, we will begin beautification and enhancement projects througout Lacombe.

Beginning in August, individuals who intentionally release balloons outdoors in Louisiana may face penalities under our anti-littering statutes.

Released balloons often end up as litter in our waterways, roads and communities, harming wildlife and creating unnecessary pollution. To celebrate milestones or honor loved ones, consider alternatives like blowing bubbles or flying colorful kites.

This law is an important step in our statewide fight against litter, including efforts like Love the Boot Week and the upcoming Love Our Waterways initiative.

Keep Louisiana Beautiful and I were proud to support Act 196, which was championed by Rep. John Illg, a KLB Foundation Board Member! We are so thankful for Rep. Illg for his leadership in authoring this bill and advancing it through the legislature, and for his passionate dedication to keeping our great state clean and safe.

Beware cameras are posted everywhere around St Tammany Parish watching and waiting for you to illegally dump. You will definitely get a fine and will go to court.

Illegal Dumpers Beware!

Thanks to a $10,000 Keep Louisiana Beautiful Surveillance Camera Grant awarded in June 2025, the Department of Environmental Services (DES) was able to purchase cameras which were then deployed in March 2026.

In short order, a vehicle was caught on camera illegally dumping a toilet on the roadside in the Lacombe area. DES quickly partnered with Louisiana Department of Wildlife and Fisheries (LDWF) Enforcement Agents, who assisted in identifying the driver.

Today, LDWF confirmed they have issued a gross littering citation. The case will be heard in the 22nd Judicial District Court. Gross littering carries fines of $500–$1,000 plus court costs.

This is what partnership looks like! St. Tammany Parish and the State of Louisiana are working together to protect St. Tammany’s quality of life and hold litterers and illegal dumpers accountable.
