Community Awareness post!
City of Killdeer, wants to let the public know that there is a college student from the European Country of Estonia in town: Rene Bookman Perzinski
I am a university student from Estonia, Europe doing my summer internship with an educational company from Nashville, TN. I checked in with the police department, met with the officers too to let you know I�m around. �
Now I�m going to be meeting up with families in the area selling educational materials that:
1) help with ACT preparation by Princeton Review
2) help with college credit classes by McGraw Hill
3) study guides that help parents to help kids with new math & other subjects
4) study guides that save time doing homework & test preparation
5) and a jump start program for the pre-k kids that give a head start for school.
I am driving a blue Ford Focus and I have an accent, please do not be intimidated by that. If you are not interested, I will thank you for your time and leave you in a good mood! �

I wanted to address some issues Killdeer PD gets calls on about once ever month or two, do with this information as you wish.
Item #1: If you are looking to sell something car, boat, whatever it is, and you make an agreement in writing or even just verbal then it becomes a civil contract. So, if you have something for sale, the buyer offers to make monthly payments and you allow them to take the item, then payments stop and the buyer refuses to return the item, this is not a criminal matter, it’s a violation of a civil agreement and you will need to hire a lawyer or take the buyer to small claims court, law enforcement can not help in this matter. So, my advice if you can not collect 100% payment upfront then do not give them the item until all payments have been made.
Item #2: Every so often we get calls on rental issues. Example: Sometimes a person meets someone that does not have a place to live and feels bad then allows them to move into either their personal residence or a property they own that no one is living in. A few weeks later thing have gone bad and the person that was allowed to move starts causing issue or possible damage to the property. The owners then call PD to have them removed, FYI we cannot remove them as they are granted squatters rights. This means that even though they do not have a rental agreement nor pay rent, the residence they are in is still their residence. This also applies if you have a contract with them to either be out on a certain day or an employment rental agreement to move out after termination of employment. In these situations, the property owner must file an eviction through the court which can take up to 30 days. In almost all cases any damage caused is also civil and again you either need to hire a lawyer or sue in small claims court to recover any damages.

I want to remind everyone that fireworks are not allowed in the city limits of Killdeer until July 3. Anyone caught discharging fireworks prior to July 3 WILL be charged with a class b misdemeanor and given a court date. This penalty is a 200 dollar fine and up to 10 days in jail.
