What I would never advise my clients is to replace an old tattoo with a new one without laser removal.
Why an old tattoo can’t be broken with a new permanent: because the pigments mix to create an unpredictable color (often gray or dirty), the new layer makes the eyebrows thicker, and the old pigment will eventually show up, making the result sloppy and unstable.
