When you hire based on price and not quality, don't be surprised when things fall apart and fail. what you see here is a number of failures. No water jetting, no compaction, and likely not enough or no compacted road base at all. It's either a lack of knowledge or careless disregard for it.
Invest your hard earned money wisely. Just because it's cheaper now, doesn't mean it's going to be cheaper long run. High percentage of times, you'll end up spending way more. Not to mention the inconvenience, down time, and worry.
