Every child deserves a place that feels like home.
EMPOWER has placed a strong emphasis on keeping children in home-based settings whenever possible. According to DFPS Rider 15, 88.5% of youth served by EMPOWER are in home settings, exceeding the statewide average of 84.0%.
This progress reflects a shared belief: children do better when they can grow, heal and feel safe in family-like environments.
Looking ahead: Our focus remains on continuous improvement by strengthening documentation and reporting, deepening community partnerships and ensuring placements are safe, stable and timely.
Family Reunification Month highlights the work, commitment and hope that go into safely reuniting children with their families. We celebrate the families, foster parents and professionals who help create homes built on love, stability and connection.
Home is more than a place—it’s where love, safety, creativity and connection grow.
During Family Reunification Month, we celebrate the heart of home: the care, resilience and relationships that help families heal, reunite and thrive. Every child deserves a place where they belong, and every family deserves the support to make home possible.
