So, why do we still have application packaging headaches? It lies with applications themselves. Most enterprise software existed in some capacity before the aforementioned technologies even existed - with Azure Virtual Desktop not being generally available until late 2019.
Many organizations are still running software that is ten to twenty years old across environments those apps were never designed for. The packaging effort required to keep them working quietly accumulates inside every OS upgrade, every endpoint migration, and every cloud desktop rollout.
