Measure R Modernization at College View

The Measure R Citizens Oversight Committee took a tour of the nearly completed College View campus. They saw the amazing new wall murals, the addition of lots of natural light, nano doors (glass doors between the rooms) new flooring, new carpet, new cabinetry, a new HVAC system, and more. We can’t wait to unveil our beautifully transformed school this fall.

Last OVSD Construction Update:

Now that school has concluded, Westmont, Sun View, and Oak View have varying degrees of preparation work for their respective schools. All teachers and staff had until end of next week, June 29 2018, to complete packing their classrooms.

Here is a brief summary for each school site:

Sun View (Interim Housing Site)
• Teachers and staff are packing materials that need to stay or be transported to new teacher assignments (new schools)
• Facilities staff to move boxes and furniture on campus or to other schools, disposing of broken/damaged, unneeded furniture and equipment.
• Start of construction project – demolition of old portables started June 21

Westmont
• Teachers and staff purging, packing materials that need to be transported to Sun
• Facilities staff to move boxes and furniture to Sun, useable furniture and equipment to Park, disposing of broken/damaged, unneeded furniture and equipment.
• Contractor bids due to District July 17; Board approval of contractors August 14; construction starts August 27

Oak View (Gym/MPR project)
• Teachers and staff in portables 30, 31, 32 are packing materials that need to be moved to new classrooms inside main building
• Oak View teachers and staff packing materials from P1, P2, P3, and P4 portables, MPR and Community Services portable - these buildings are going to be demolished
• Construction begins for the Gym

Good News for Measure R:

The Independent Citizens Bond Oversight Committee (COC) has completed its first year with the primary role to ensure that Measure R proceeds are expended only for the school facilities projects listed in the Bond Project ballot language. Staff has updated the Committee at quarterly meetings with expenditures, financial status of bonds, and timelines of current and future projects.

In order to meet the compliance requirements of Proposition 39/Measure R General Obligation Bonds for the fiscal year ending June 2017, a formal Annual Financial and Performance Audit must be performed. Vavrinek, Trine, Day & CO., LLP has completed the examination for the Building Fund (Measure R) Financial and Performance Audits. A formal report will be presented to the Citizens Bond Oversight Committee.

There were no findings related to the financial audit for the fiscal year which ended June 30, 2017.

As this was the first year for reporting the Building Fund (Measure R), there are no prior year findings and questioned costs to report.

Key Project Details for Measure R Modernization:

1. Modernize 11 campuses: (7 elementary, 4 middle schools)

-Student safety improvements including camera systems, security fencing, emergency systems, fire-life-safety, etc.
-Plumbing, electrical, HVAC, other infrastructure
-Educational technology, playground equipment, play areas

2. Provide Interim Housing
-Install temporary prefabricated buildings to house students from campuses undergoing modernization in succession

3. Developing Sequencing Plan for next phases of school modernization projects

Measure R Community Outreach Meeting:

Superintendent Dr. Carol Hansen and staff will share the School District's proposed general design plans for Westmont School at an upcoming meeting. The will meeting will occur on Thursday, December 7th, 6:00 p.m. in the Mutli-Purpose Room.

Measure R Community Outreach Meeting

As the superintendent and staff shared during this past Special Board Meeting, the School District has developed a communication plan for each phase of the modernization. The first meeting is next week at College View on Thursday, November 16th, 6:00 p.m. in Room 4.

The Ocean View School District Board of Trustees voted to approve the District’s 2017-2018 Measure R Citizens’ Oversight Committee (COC). The COC, which will be comprised of 10 members, will provide oversight of Measure R bond expenditures. Measure R was passed by voters with 58.8% YES votes in November 2016 and will provide $169M in general obligation bonds for the improvement of school facilities in the Ocean View School District.

Applications were due to the District in early June and a Subcommittee of the Board, consisting of Trustee Clerk John Briscoe, Superintendent Carol Hansen, Deputy Superintendent Michael Conroy and myself. We met to review applications and chose the final member appointees.

Congratulations and thank you to all who have volunteered to serve on this very important committee!

Update on Measure R:

The OVSD Board of Trustees approved recommendations for school consolidation at Sun View Elementary School and the Ocean View Preparatory Preschool/Pleasant View School and the next steps in the Measure R Bond modernization process. At the regular Board meeting on June 13, 2017, our Board approved the following recommendations for District staff to plan and execute:

Prepare for interim school housing at Sun View and OVPP/Pleasant View, providing a safe and consistent learning environment for students while their home schools are being modernized through Measure R construction projects

Begin Measure R Bond modernization at College View and Westmont Elementary Schools during the 2018-2019 school year

Consolidate Sun View and Westmont Elementary Schools into one Westmont Elementary School, beginning in the 2018-2019 school year. Provide safe interim housing on the Sun View campus during the 2018-19 school year, while newly consolidated Westmont is modernized.

Provide safe interim housing on expansive OVPP/Pleasant View campus, beginning in the 2018-2019 school year, while College View is modernized (add modern portable classrooms and other portable facilities, such as restrooms, to the OVPP/Pleasant View campus to house students)

Consolidate OVPP/Pleasant View into two OVSD elementary campuses – College View and Westmont – beginning in the 2019-2020 school year (both general and special education pre-school classes will be a part of each of these OVSD schools)

Address recommendations of Sun View and OVPP/Pleasant View School Consolidation Task Forces, to the extent possible, on topics related to special education students, Kids’ Club afterschool programs, school start times, and transition activities for students, staff and families.
