A Mexican national charged with r*ping and m-rdering a 2-year-old in Virginia is in ICE custody while the state limits cooperation with federal immigration enforcement.
Raul Ortiz Moran, 29, faces second-degree m*rder and aggravated s*xual assault charges in the de@th of a toddler in Louisa County.
The child was rushed to the hospital on July 4 and later pronounced de-d. Moran remains in federal custody without bond.
Virginia under Governor Abigail Spanberger has actively restricted cooperation with ICE. On her first day she rescinded the prior order requiring state police and encouraging local agencies to work with federal immigration authorities.
She terminated every 287(g) agreement in the state. Her administration has pushed requirements that local jails only honor ICE detainers with a judicial warrant, and an executive order limits ICE activity on state property including schools, hospitals, and courthouses.
This is the policy environment that keeps criminal illegal aliens in communities longer.
A 2-year-old is de-d. The suspect is only in federal custody because ICE acted.
Virginia’s leadership is making that harder.
