High humidity is an uncomfortable way of life in Houston and on the Gulf Coast, but as your friendly neighborhood A/C repairman these are some tips :
#1 Thermostat settings and user errors, Fan must set on FAN AUTO, not FAN ON which is continuous even when the compressor cycles reintroducing moisture into the air and causing infiltration on the dwelling.
Other high humidity issues I see commonly is caused by users setting the thermostat set point very low overnight say 68°, and then first thing in the morning setting back the thermostat to 75 or 78°, which would cause the air conditioner to sit idle for several hours, causing the air to get stuffy and muggy.
A service appointment from today is a reminder to not use your thermostat in the auto changeover setting during the summertime to prevent your heater from coming on for no reason on a hot summer day.

The more common Mechanical reasons for high humidity is low refrigerant or condensate drain issues that would require you to contact us at 832-605-5759 or at flyhvac.com

Do you know that most refrigerant leaks occur during the winter time when your air conditioner is sitting idle but warm air from your furnace is blowing across your evaporator coil, which is under more pressure when the air conditioner is resting than running? This is one of the most important reasons to have a preseason spring check up to verify your refrigerant is at proper levels or deal with the repairs while the weather is mild and not an emergency
