The Trump administration has shut down a national database used to track misconduct among police officers. The database was a tool used to help reduce the problem of so-called "wandering officers" — instances where police who were forced out of their jobs because of misconduct simply found new jobs at different agencies.

"Why would you shut this down? This helps no one except bad actors who had no business wearing the badge," said Chiraag Bains, non-resident senior fellow at the Brookings Institution.
